Alternative 5-No Project-No Change in Existing Development (No <br />Development): The No Development alternative is discussed at pages 18- <br />15 to 18-17 and throughout the EIR. <br />(i) The No Development alternative is rejected as an alternative <br />because it would not achieve any of the Precise Plan's objective or <br />goals identified in Section 3.3 of the FEIR. <br />(ii) Explanation: Under the No Development alternative Precise Plan- <br />related beneficial effects on the physical arrangement of the <br />community, such as Downtown revitalization, improved pedestrian- <br />oriented environment, and transit access, would not occur. <br />Although this alternative would not result in the traffic, noise, air <br />quality, and other impacts identified in this EIR, the reduced <br />potential for new development under this alternative would mean <br />fewer new housing units and less contemporary retail development <br />in the Downtown area. The beneficial Plan-related effects of new <br />residential development near commercial uses, transit, and other <br />services, and an improved jobs/housing balance in Redwood City, <br />would not be realized. Furthermore, this alternative would not be <br />consistent with the City's Draft Housing Element policies for <br />provision of the City's fair share of regional housing needs, while <br />the other alternatives would be consistent with those policies. <br />Under this alternative, the visual impacts associated with Precise <br />Plan-facilitated development would not occur; however, the <br />beneficial visual effects of a varied skyline associated with Precise <br />Plan development would not be realized. The existing visual <br />character of the Precise Plan area would remain unchanged. This <br />alternative also would not produce Precise-Plan related <br />improvements to the Downtown public space network. <br />7. This Council hereby finds and recognizes that the FEIR contains additions, <br />clarifications, modifications and other information in its responses to comments on the <br />Draft Environmental Impact Report for the Project ("DEIR") and also incorporates <br />information obtained by the City since the DEIR was issued. This Council hereby finds <br />and determines that such changes and additional information are not significant new <br />information as that term is defined under the provisions of the California Environmental <br />Quality Act, because such changes and additional information do not indicate that any <br />new significant environmental impacts not already evaluated would result from the <br />Project and do not reflect any substantial increase in the severity of any environmental <br />impact; and that no feasible alternatives considerably different from those analyzed in <br />the DEIR have been proposed that would lessen significant environmental impacts of <br />the Project.
