9A <br /> Page 1 <br /> REP�R T <br /> To TMe Honorable Mayor and C�ty Counci�. <br /> Frorn the City Manager <br /> April 9, 2007 <br /> Subject <br /> 885 Woodside Road Precise Plan <br /> Recommendation <br /> Adopt a Resoiution approving the 885 Waodside Raad Precise Plan,as revised, based on <br /> the f ndings that the project demonstrates#hree or more of the following features: superior <br /> mixed use design, incorporation of affordable housing; incorporation of public or <br /> community faci[ities; transportatian demand management; efficient and innovative use of <br /> infrastructure and nonrenewable resources or innovative use of shared parking <br /> (A#tachment 2) and contingent upon the following: <br /> a) Subsequen# Planning Commission recommendation to Council to approve the <br /> rezoning of property located at $85 Woodside Road from General Cammercial- <br /> Rssidential Combining (CG-R) Zoning Dis#rict to °lanned Community (P) Zoning <br /> District.' <br /> b) The City Counci{ waufd then hold another public hearing t� consider just the re- <br /> zoning. <br /> c) Ifi Council approves the rezoning,then the Precise Plan wauld officially be approved. <br /> Background <br /> The City is in receip# of an applica#�on for a Zaning Map Amendment and an associated <br /> Precise Plan for a 43-unit, multi-family residential condaminium development. The property <br /> is approximately 0.66 acres(29,046 sq.ft.)and is located on Woodside Road, a major eas#- <br /> west, high-density, mixed-use transit carridor, Immediately adjacent uses include; a <br /> Samtrans bus stop appraximately 50 feet to the north on Woodside Road; a four-story <br /> apartment building (the "Montecito" Apartments) to the nor�h; a small-(ot, sing(e-family <br /> residential Planned Development neighborhood to the east(the"Stonehedge"subdivision); <br /> and a gas station to the south. Additional adjacent land uses include a car wash and <br /> nursery schoo{to the south; another four-story apartment building to the west on the other <br /> side of Woodsid� Raad (the "Terrace"Apartments�; and a wide range af commercial uses <br /> including a Safeway grocery store a{ong Waodside Road. Additional iow and mvderate <br /> density residential subdivisions are located south of the project site, with access from <br /> Horgan Avenue. <br /> 1 On November 28, 2006 the Planning Cammission approved the Mitigated Negative Declaratian <br /> and recommended Council approval of the Precise Pfan, but did not make a separate motion to re- <br /> zone the property. Consequently,the Precise Plan for 885 Waodside Road cannot be in effect until <br /> the Pianning Commission makes a recommendation to Council to re-zone the property, and the <br /> Council has acted on fihat recammendation. <br /> 1 <br />
