9A <br /> Page 5 <br /> ln addition to providing an extended question and answer period with staff, community <br /> workshop participants were encouraged to sngage in a land use planning exercise <br /> which brought forth more comments about the proposal as well as alternative land <br /> uses that could be located on #he site. Staff found that the workshop process was a <br /> helpful communication iool and the public's comments and concerr�s were <br /> summarized and prioritized. While staff expected the outcome of the community <br /> workshop to result in a better understanding of the project Precise Plan and reduced <br /> neighborhood concerns; neighborhood concerns nevertheless persist. Cansequently, <br /> this report will not only describe the Precise P(an that is before the City Cauncil for <br /> consideration this evening, it will alsa further summarize lingering neighborhood <br /> concerns and staff's respanse to tFtese concerns. <br /> The project intensity and traffic were of primary concern to workshop attendees in <br /> addition to unease with existing neighborhood traffic, problems with adjacent <br /> commercial uses, and the site's contamination issue. fn response to this wide range of <br /> ;�s;�es, act;ons and responses ha�e taken place a�� ?rS s!�mr??ar►zed be!ow. More <br /> details about these concerns and responses are summarized in the Addressing <br /> Neighborhood Concerns chart, Attachment 7. <br /> 1. Existing Uses - Car Wash, Gas Station and Nursery School — Traffic, Safety and <br /> Parking lssues: <br /> ■ Staff met with the car wash owner to review their Use t�ermit & possibie site <br /> design improvements. Additional Qarking an Woodside Raad fronting the car <br /> wash was established by remova! of an unnecessary red curb. <br /> ■ Staff reviewed the gas station Use Permit conditions far conformance and finds <br /> that the business is operating in compliance. <br /> ■ The City created a dedicated (green curb} drop-off / pick-up area fronting the <br /> nursery school. <br /> 2. Existing N�ighborhood Cut-Through Traffic and Speeding (Newcastle St): Staff has <br /> offered to meet w�th the various homeowner associations to d�scuss traffic calming <br /> optians and preferences. The City has been warking with other neighborhoods that <br /> ha�re expressed a need for help with traffic speeds, volumes and routing. The <br /> homeowner associations have not yet requested this support. <br /> 3. Site Contamination: The proposed project will require excavation down to 10.5 feet <br /> below existing grade far the basement, and 12.5 feet below grade for the elevator <br /> pit. Priortesting by Remediation Testing and Design (RTD) indicates that there are <br /> no toxics deiectable above a depth of 15 feet, and even at 15 feet depth the <br /> measured fioxics are within acceptable Iimits estab[ished by San Francisco Bay <br /> Regional Water Quality Control Baard. As stated in the adapted Mitigated Negative <br /> Decfaration, there are no significant negat'rve impacts from toxics in t�e so�l vr <br /> groundwater associafied with construction or occupancy of the proposed project. <br /> The propased project is also bound by mitigatian measures requiring vapor control <br /> barriers adopted with the Planning Commission's approval of the initial <br /> Study/Mitigated Negative Declaration.
