In
addition, GPP staff inclependently cozcludes that the groundwater pluine beneath the proposed
condorninium site does not appear to pase an unacceptable risk to construction worlcers or future
ccupants.
Waste Manaement Plan
GPP staff approved the ✓asie ?vlanagement Plan with several conditions2 which are considered
to be sTandard, includina: 1) sc.hedul?ng of deep excavatio?1 d dri?Ling with CrpP staff; 2) vapor
znonitorir.g along the eastern properiy boundary; 3) rtiiniznization of dust arid sampie spoiis
according to landfill requirements; 4) notification of GPP staff if IZydrocarbons a•e identified;
' ) no over-waterinb of soil stockpiles; and, 6) bacicfilli3g of soldier ieam borings with Portland
cemeilt grout.
Condition#2 concerning vapor. monitoring of the eastern property bozndary is precautionary due
to the adjaceilt residential neihborhaod. Yreviously detected soil and brovncwater impacts at
fhis site are tow and not expected to create vapors exceeding the l 00 parts per million standard
established by the Gl'P staff. It is impor.tant to note that eveyday activities within the local area
' crete more significult cxposure to gasotine vapors from heavy autornobile traffic on Woodside
! Road, the normai operations and spillage at the severa] neighborhood gasolie filling stations and
the cars present in the neighborhoods than what is possible fronthe proposed site excavation.
Condition #5 regarding backfiling of the soldier beam borings with Portland cerent grout is a
standard requirement. The soldier beams will be instalied in grout and, when no lon;er needed,
wiil be cut off below gradc. This is standard industry practice to protect groundwter at all sites
given the potential for contaninant migraiion through soldier beams, inctuding urban runoff and
sewer leakage.
ClosinCoziznents
Gl'P staff has outiined a Qossible approach for Nicholson Lamb Venture to cosider coordination
with the Gas& 5hop consultant to install piping beneath the proposed basement sla to ailow for
potential fiiture conveyance of vapor and/or g•oundwater io the Gas& Shop site3, This approach
is not irtcluderi in the $$ w`oodside Road Project, nor is it a coniition ior ap}roval of the
project. The approach outlined in the leiter is simply a suggestion for coordination to assist ir
the cleanup of the Uas & Shop site should that property owner undertake such efforts in the
fuhire. At this time, there is no approved cleaiup plan for the Gas&Shop sit.c. Tt i.s possible that
no further active cleanup will be required becanse tte plume continues to shrink due to nattiral
biodeg:adation.
z San Mateo Counry Neath lepaitment(20U7)Propvsed De.velvpmeit at 21 Horganfvenue and 88 Wodside
Rou Redvood City, Califor•lzicr,Letter to Randy Lamb,Aprii 2,2007
3[bid
-2-

i
