6.1 C <br /> Page 1 <br /> REPC�RT <br /> To the Redevelopmen� Agen�,y Board <br /> From the E�ecutive Directar <br /> April 9, 2007 <br /> Subject <br /> Amendment No. 2 to Green, de Bo�trowsky & Quintanilla, LLP Legai Services <br /> Agreement <br /> Recammendatian <br /> By motion, approve Amendment No. 2 to the Agreement witn Green, de Bortnowsky & <br /> Quintanilla, LLP #or legal se�-vices to provide special counsel to the Agency as required <br /> in connection with its redevelopment activities, with an additianal authorization not to <br /> exceed $75,000. <br /> Background <br /> The Redevelopment Agency ("Agency"), in cooperation with the City Attorney's ofFice, <br /> has had an agreement for legal services with the law firm of Green, de Bortnowsky and <br /> Quintar►illa ("GdQ") since ApriE, 2003. The contract was amended in May, 2004 to <br /> provide for continuing services. <br /> Since the inception of the agreement, Charles Green, one of the principals of the firm, <br /> has represented the Agency in matters related to redevelopment prajects and <br /> aciministration rec{uiremen"ts, as weii as in Lity real propeRylfand use services. GdQ <br /> has provided legal counse! and services far the Hallmark Apartments purchase, the <br /> downtown cinema project, the Legal Aid settlement agreement, redevelopment debt <br /> extension, Bradford site purchase agreements, and development agreement for the <br /> Marina Shores project, as well as o#her miscellaneous issues. <br /> The firm has extensive knowledge of governmental law, with specialized exper�ise in <br /> various aspects of municipai, redevelopment, public finance, code enforcement, <br /> environmentai and litigation, condemnation, employment, general rnunicipaf litigation <br /> and real estate law. They have offices in Calabasas and Cathedral City, and serve as <br /> City Attorney and Redevelopment Counsel for the cities of Cathedral City, Rancha <br /> Mirage. They also serve Ehe cities of Victorville, Pomona, Bren#wood and Los Angeies. <br /> They are res�c�nsive, timeEy and very cost efficient. Their rates ar� cnmpetitive enough <br /> to offset the cost of travel, when required, for the firm to work in Redwood City. The <br /> City Attorney supports the cantract. <br /> The proposed contract will enable the Agency to continue to use the firm far a variety of <br /> projec#s as the need arises. lt is anticipated that the adoption of the Downtown Precise <br /> Plan and its focus on housing will increase the need for special legal counsel, especially <br /> as related to affordable housing requiremenfis and the possibi(ity of disposition and <br /> development agreements to insure State requirements and City policies are <br />
