Ci�y Counc�l, <br /> �rrorr� �th� �ity Mar�ag�r <br /> April 9, 2007 <br /> Subject <br /> Agreement for Professional Set-vices with LSA Associates to prepare an Environmental <br /> Impact Repart <br /> Recommendation <br /> Approve by motion an agreement with LSA Associates to provide consultant services to <br /> prepare an Environmental Impact Report for the Preserve at Redwood Shores. <br /> Background <br /> KEECH Properties, LLC is proposing to construct a school, park, and townhomes on the <br /> 1 Q9 acre parce! known as "Area H" and an adjoining parcef in Redwaod Shores. The <br /> project,titled "The Preserve at Redwood Shores,"wauld be located on two parcels: a 109- <br /> acre parcel (Area H) and an undeveloped 5-acre parcel, known as Indian Creek, located <br /> adjacent to the southwest corner of Area H. Please refer to the attached site plan. <br /> The project proposes development of the two parcels with the following land uses: 94 acres <br /> af restored wetiands; 7 acres for a pubfic elementary schoof for approximately 450 <br /> students; 8 and 2 acres, respectively, for two multi-family townhouse developments (The <br /> Preserve at 197 units, and indian Creek at 27 units); and 3.5 ac�es for a neighborhood <br /> park. The Belmont-Redwood Shores School District would construct the school. <br /> Staff has determined tha# an Environmental Impact Report (EiR) wili be required for the <br /> project due to the size, number of units, and complexity of the project. The EIR will <br /> evaluate the impacts of the project on the environment, and wilf aiso examine several <br /> development alternatives. The Project as propased will require amendments to both the <br /> �e►�eral Plan ancf Zoninr Oruinanc°, and wil! require the Nreparation af a P�ec�se Plan. <br /> Staff contacted numerous EIR consultants and reviewed their proposals. It has seiected <br /> LSA Associates as the most qualified consulfant based on their experience with schools <br /> and wetland issues. This familiarity will allow the firrn to prepare a thorough and high <br /> quality document. As described in the attached work program,#he cost of the work will be <br /> $177,230. <br /> Aithough the City will be the lead agency for the purposes of the Environmental Impact <br /> Report, it will work cfosely with the Beimont-Rettwood City Shores School District <br /> throughou�the entire EIR process. The School District is aware of this approach and finds <br /> it acceptable. <br /> The Planning Commission wilE review the EIR, and make a recommendafiion to the City <br /> Council on the Precise Plan and Zoning and General Plan amendmen#s in the fall, 2007.
