Praject Description <br /> LSA will draft a pr<�ject description that includes afl elements necessary to comply with CEQA, <br /> including, bul not limited to, the purpose,phasing and physical elements of the project.The project <br /> ciescription will alsa inclu.d.e a map showi�ig th�location a�zd boundaries of the project area. In <br /> addition, the project descri.ption will include a discussion of the setting,bacicground,and objectives of <br /> thc projcct. The project ciescription will also describe[he overal3 approval process for the project and <br /> identify al] discreti�nary and anticipated subsequent approvals.A1.I.relevant agencies and reviewing <br /> bodies wi31 also be identific:d. A draft of tl�e project descnption will be submitted to the City and <br /> property owners(if acceptable to the City), for review and acceptance before the LSA team begins <br /> canducting any impact analyses. <br /> 7. Significance Criteria <br /> LSA will prepare a draft set of significance criteria based on existing City policies and practice, <br /> (:;EQA requirements and our professional experience for review by Planning staff.The draft <br /> significance criteria will inciude proposed criteria for each topical issue to be addressed in the EIR. <br /> �arly agreement regarding significance criteria wi11 help to focus the setting iilformation and the <br /> impact analyses provided in the EIR. These significance criteria will be used to determine significant <br /> project impacts. <br /> 8. Work Program Refinement <br /> It may be necessary to refine the work program, schedule and/or budge#in accordance with infonna- <br /> tion compiled in the above subtasks. I.SA will work with Alanning staff to refne the scope of worlc, if <br /> necessary, to address any environmental issues that are not yet adequately addressed in this work <br /> program. L.SA will present the refined work program> schedule andlor budget Ior review and approval <br /> to the Planninb Staff. <br /> TASK B. PLANNING POLICY ANALYSIS <br /> C�;QA r�ec�uires EIRs io include an anaIysis of potenfia? polic}�conflicts ariIy if these conflicts would <br /> result in physical environmental impacts. I�owcvzr, sometimes it is useful to incli.ide a policy analysis <br /> in an �:IR to better understand the relationship of a project to current planning documents, even when <br /> no outright canflicts wouid occur. I.SA has #ound that the approach.of separating the discussion of a <br /> pr�ject's consistency with plannit�g palicies from tl�e impact sections of an EIR is useful. This <br /> approach allows for a detailed discussion oi'policy issues,but in a context that clearly separates this <br /> analysis from the physiccrl environmental im}�acts of the project. <br /> The planning policy analysis in this EIR will be customized to evaluate planning documents that are <br /> relevant to Redwood City aitd its regioz�►. Ti�e proposed projcct's relationship to each applicable policy <br /> wil3 be described and potential contlicts will be idenrifed.
