Their <br /> recommendation involves the rep(acement of the e�tire Chapter with new text to better <br /> organize the document for both the �taff and the public. Thi� chapter of the Municipal <br /> Code has been changed oniy seven times over the past 37 years. As was tf�e case in the <br /> past, the recommended changes are a reflection of the changes in the way people are <br /> making use of our parks and community facifities. <br /> Th�ir motion represented the culmination of more than two years af work by a <br /> subcommittee and the full Commission as well as the completian of a m�jor goal <br /> highlighfied in the 20Q4 Departmenfi Strategic PIa:-�. The rev'sew of the rules rrra� inc4uded <br /> as a goal in #he plan because #he renovation of cifiy parks, and increased usage overal€, <br /> has raised questians about how park space shou6d be used and the impact of usage on <br /> neighbars. After the 1999 renovation of Stafford Park,the Commission ended up adopting <br /> interim rules for that site only in 2002. These ruies were in additian to the rules prescribed <br /> for other parks �nd r�quired a permit for any grc�� of 25 persons or more p�r�ons; <br /> prohibited portabfe barbeques and oversized canopies, play structures artd jumpers. The <br /> Peninsula Conflict Resoiution Center helped staff, the Commission and neighbors to <br /> deveiop these rules. In 2004,the department implemented a reservatior�system for picnic <br /> areas at eight City parks. <br /> That same year, a Commission subcommittee was established to address needed <br /> changes to the rules and reguiations at all parks. one of their first actions was to bring <br /> members of the commur�ity together for communi#y input. Letters were sent out to <br /> neighbors surrounding Stafford, Red Morton and Fleishman Parks, and PACT participants. <br /> �'hirteen people jained the Commission and stafif for table top discussions; other <br /> community members shared their thaughts via email. At this meeting, some of the <br /> issues/concerns that were not spaken to in existing rules or were not being activeiy <br /> enforced were first highligh#ed. They were the same issues the Commission attempted ta <br /> deal with in the Stafford Park Interim Rules. These issues fell primarily into three areas: <br />
