Award of Contract — Redwood City Recycled Water Project — Phase I — Redwood <br />Shores Customer Site Retrofits — Bid Package 1 <br />This item was removed from the Consent Calendar to provide more information <br />due to a protest of the bid. Senior Civil Engineer Du explained that a bid protest <br />was received from Casey Construction due to a subcontractor name not being <br />submitted by Mitchell Engineering for the cross connection testing work. Since the <br />individual intended to perform the testing is not a subcontractor as defined by the <br />Public Contracting Code and the California Business & Professions Code, staff <br />has determined that the protest is without merit. <br />Recommendation: <br />M/S Foust/Ira to approve the Contract Documents and award the Contract for the <br />Redwood City Recycled Water Project — Phase I — Redwood Shores Customer <br />Site Retrofits — Bid Package 1 Project to the lowest responsible bidder, Mitchell <br />Engineering of San Francisco, California, for their low bid of $315,800.00. The <br />motion passed by a unanimous voice vote. (304) <br />MINUTE ORDER 07 -039 <br />7. PUBLIC HEARING <br />A. Downtown Precise Plan <br />Community Development Services Manager Passanisi introduced the topic and <br />Planning Commissioner Chair John Seybert. <br />Chair Seybert stated that with the help of staff and hundreds of community <br />members who assisted, the Planning Commission has carefully and dutifully <br />reviewed and referred to the City Council a Plan that supports and facilitates the <br />big planning, the big picture of what the downtown should look like. He proceeded <br />to give examples: to revive the heart of the city; providing a choice for convenient <br />living; creating the entertainment center of the mid - peninsula; integrating transit; <br />and making pedestrians a priority.
