<br />8A <br />Page 4 <br /> <br />. Offer information resources to the community on how individuals, families, <br />neighborhoods, and businesses can reduce emissions. This effort would rely on <br />community groups to self-monitor and encourage others to participate <br /> <br />2. Level 2: Community-Wide - Reduce emission in City operations and in the <br />community <br /> <br />How much the City can do in this approach will depend on the level of funding that can <br />be secured. The City would like to obtain grants of up to $140,000 a year to fund a full <br />time person to work with the community. This approach would consist of a more <br />concerted effort at both the City and community level, including producing a <br />comprehensive inventory, setting targets, developing action plans, measuring results, <br />and reporting. City staff does not have the expertise or capacity to perform this level of <br />baseline analysis of the City's and the community's carbon emissions. ICLEl can do <br />such baseline analysis work on a contract fee basis for an estimated $30,000. <br /> <br />. In addition to the elements noted in Level 1 above, staff would work more directly <br />with community members and groups to assist them in implementing action to <br />reduce emissions. This would require additional funds (for staff resources) to <br />accomplish. <br />. The City would perform an emissions inventory, set a reduction goal, develop an <br />action plan, and measure results - to include both the City's operations as well <br />as the community. <br />. The City would potentially develop and staff a "green ribbon committee" to plan <br />activities, help establish baselines, and offer recommendations to the Council <br />and City <br />. An outreach plan would be developed to engage the full range of our community, <br />with elements specifically targeted to the Latino and Spanish speaking <br />community. <br />. We could consider establishing an Incentive program for the community, which <br />can start as small as giving away 1,000 free compact fluorescent light bulbs <br />(CFL) to replace incandescent bulbs. <br />. Staff would take a leadership role in working with existing community groups and <br />other organizations, including schools, PG&E, Cool Families, City Trees, and <br />others as identified <br /> <br />If the City is not able to secure a grant, staff could engage the community to a lesser <br />degree with a considerably smaller amount (estimated at $25,000). Should Council <br />direct staff to bring back a budget option package regarding climate protection, staff will <br />likely include a recommendation that Council make a commitment of $25,000 as <br />possible matching funds for a grant. Alternatively, if a grant is not secured, we could <br />still accomplish several of the items mentioned above, although in a limited fashion. <br />
