<br />Attachment 1 <br /> <br />8A <br />Page 6 <br /> <br />Summary of Climate Protection Initiatives <br /> <br />International Council for Local Environmental Initiatives (ICLEI) is an <br />association of local governments and organizations that have made a <br />commitment to sustainable development. They provide technical consulting, <br />training and information services, and support local governments in the <br />implementation of sustainable development at a local level. Their approach is <br />very comprehensive. Their Cities for Climate Protection Program (CCP) is designed <br />specifically for focal governments to take action on climate change. The CCP campaign <br />is an international effort to curb greenhouse gas emissions which cause globa! warming <br />by implementing measures at the local level in transportation, energy and waste sectors. <br />The CCP program is divided into five main stages. <br /> <br />. First Stage: the city conducts a base year and a forecast year emission analysis <br />of the whole community, as well as municipal operations. <br /> <br />. Second Stage: the city adopts an emissions reduction target for the forecast <br />year, which establishes the goal and timetable within which the city measures will <br />be implemented.. <br /> <br />. Third Stage: a Local Action Plan is developed with pubic input, detailing policies <br />and measures that the city will take, including emission reduction measures for <br />the transportation, energy and waste sectors. Also includes timeline, description <br />of financing mechanisms, and assignments of responsibilities. <br /> <br />. Fourth Stage: the city implements and further develops the measures in the <br />Local Action Plan <br /> <br />. Fifth Stage: monitoring and verifying progress on the implementation of <br />measures (ongoing) <br /> <br />The ICLEI program provides software, toolkits, case studies, and assistance with taking <br />an inventory, setting a baseline and monitoring. There is a membership fee, and any <br />specific activities add additional costs. Membership is based upon population, and it <br />would be $600 per year for Menlo Park. Any specific activities, products or <br />services requested from ICLEI would result in additional charges to the City. <br /> <br />U.S. Mayors Climate Protection Agreement: As of January 25th of this year, <br />376 cities in the U.S. have signed this agreement (representing over 56 million <br />Americans). The agreement commits the cities to: <br /> <br />. Strive to meet or exceed the Kyoto Protocol targets (7% reduction from <br />1990 levels by 2012), through actions ranging from anti-sprawl land-use <br />policies to urban forest restoration projects to public information <br />campaigns; <br />. Urge their state governments, and the federal government, to enact <br />policies and programs to meet or exceed the greenhouse gas emission <br />
