<br />Although the Enterprise has experienced a relatively stable customer base and demand
<br />pattern, the recently adopted 2005 Urban Water Management Plan for the Enterprise predicts
<br />that use of water from the Regional Water System will decrease from its Fiscal Year 2003-04
<br />level of 13,653 acre feet per year to 11,453 acre feet per year in 2020. Table 2 below shows
<br />projected water supply and demand from Fiscal Year 2006-07 through Fiscal Year 2011-12, the
<br />City's assured supply under the Master Water Sales Contract and the City's water surplus of
<br />deficit based solely on the assured water supply. This table also reflects anticipated reductions
<br />in water demand due to the City's water conservation program. See "Water Conservation
<br />Program".

<br />Commencing in Fiscal Year 1998-99, the Enterprise has been allowed to receive in
<br />excess of its allotment under the Master Water Sales Supply Contract with San Francisco either
<br />because other suburban users did not utilize their full allocation or there otherwise was
<br />sufficient water in the Regional Water System. However, there can be no assurance that the
