<br />8e <br />Page 64 <br /> <br />Ponty was the City's Assistant Finance Director. As Finance Director, Mr. Ponty leads a 30- <br />member finance department consisting of three divisions, revenue services, information <br />technology, and financial support operations for the City, with over $100 million in annual <br />revenues. Mr. Ponty has taught finance and accounting classes at Golden Gate University. He <br />has a Bachelor of Science in Business Administration - Accounting - from the University of San <br />Francisco and a Master of Business Administration - Finance - from California State University, <br />Hayward (now known as California State University, East Bay). <br /> <br />Alison Freeman, Financial Services Manager. Ms. Freeman has served as Financial <br />Services Manager for the City since 2000. From 1991 to 2000 she was the Assistant Finance <br />Director for the City of South San Francisco. Prior to that, Ms. Freeman served in various <br />positions with other governmental agencies in California. Ms. Freeman holds a Bachelor of <br />Science degree in Accounting from California State University, San Diego. <br /> <br />Larry Barwacz, Public Works Services Director. Mr. Barwacz has been with the City <br />since 1976, beginning his career in Fleet Services. As the Fleet Manager, Mr. Barwacz's focus <br />was on "operating as a business and competitiveness in the government sector." Mr. Barwacz <br />has spoken on these topics to many professional organizations and was the keynote speaker at <br />the American Public Works National Convention. Mr. Barwacz is a member of the National <br />Association of Fleet Administrators and the California Fleet Managers Association where he <br />served on the board of directors for 8 years. <br /> <br />Peter C. Ingram, Community Development Services Director. Mr. Ingram has been <br />involved in the management of public works projects and services for 24 years, beginning with <br />construction projects in the Middle East. His education in landscape architecture (BLA - Univ. <br />of Oregon, 1979) and interest in natural resource management led him to California and the <br />public sector in 1987, when he joined the Richmond Public Works Department. Since coming <br />to Redwood City as Public Works Services Director in 1992, Mr. Ingram has focused much of <br />his attention on the challenges of water supply, and has served as the City's project manager <br />for the Recycled Water Project. He has been a board member and officer of the Bay Area <br />Water Users Association, a member of the Technical Advisory Committee to the Bay Area <br />Water Supply & Conservation Agency, and served as president of the Northern Cal. Chapter of <br />the WateReuse Association in 2005-2006. Mr. Ingram began his ne'v'J job as Redwood City's <br />Community Development Director / Executive Director, Redevelopment Agency in late July, <br />2006. <br /> <br />Retirement System <br /> <br />Substantially all City employees are eligible to participate in pension plans offered by <br />California Public Employees' Retirement System (PERS). The City, through PERS, provides <br />retirement and disability benefits, annual cost of living adjustments, and death benefits to plan <br />members who must be public employees and beneficiaries. The City's employees participate <br />in the separate safety (police and fire) and miscellaneous (all other) employee plans. Benefit <br />provisions under both plans are established by state statute and by City resolution. Benefits <br />are based on years of credited service, equal to one year of full time employment. Funding <br />contributions for both plans are determined annually on an actuarial basis as of June 30 by <br />PERS; the City must contribute these amounts.
