<br />6.1E <br />Page 1 <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the ct; Mana .er <br /> <br />April 23, 2007 <br /> <br />Subject <br />Consultant agreement for closed-circuit television (CCTV) inspection services for the <br />annual Sewer Replacement Project. <br /> <br />Recommendation <br />By motion, approve the agreement with Pacific Liners of Vacaville, California to provide <br />CCTV inspection services for the annual Sewer Replacement Project in an amount not <br />to exceed $68,880 and authorize the City Manager to execute same. <br /> <br />Background <br />The City annually replaces and repairs aging and deficient sections of main sewer line <br />which is funded by the Capital Improvement Program Sewer Fund. Sections for repair <br />and replacement are systematically identified using criteria that include condition of <br />pipe, age of pipe, capacity limitations, and frequency of service disruption. The <br />proposed agreement will provide data required to assess the condition of the sanitary <br />sewers. <br /> <br />Request for proposals (RFPs) were sent to ten selected companies that provide CCTV <br />inspection services. Two proposals were received and evaluated. Pacific Liners was <br />selected based on their qualifications, responsiveness and experience. <br /> <br />Pacific Liners will conduct a closed-circuit television inspection of the sanitary sewer <br />mains which are bordered by Edgewood Road, Whipple Avenue, Alameda De Las <br />Pulgas and EI Camino Real. The Contractor will clean the sanitary sewer mains and <br />inspect the pipelines using cameras to record visual data that will be used by staff to <br />assess the condition of each sewer main. Staff will receive data including inspection <br />logs, full streaming videos, and observation codes which classify the condition of the <br />pipe segment. The data will be used to identify sections of the sewer main in need of <br />repair or replacement as part of the annual Sewer Replacement Project. <br /> <br />A copy of the agreement is available for review in the City Clerk's Office. <br /> <br />Alternatives <br />City Council may choose to not approve the proposed agreement and ask staff to send <br />additional RFPs to other CCTV contractors which would delay the annual Sewer <br />Replacement Project. <br />
