For the special session, the
Governor intends to propose program cuts, the recapture of money not yet spent from the 2002-03 budget, and
other measures to achieve the $5B goal. For more, see page 2.
.......................
NLC SAYS DEPARTMENT OF HOMELAND SECURITY IS NOT ENOUGH
More than 3,500 city officials from across the nation will gather at a National League of Cities meeting in Salt
Lake City next month, December 5-7. Homeland security is likely to be a hot topic. (See related article, page 4.)
NLC is concerned because, while Congress has passed the "Homeland Security Act of 2002", it does not
include authorization of the President's $3.5 billion first responder initiative. That initiative would provide
resources for emergency planning, training, exercises, and equipment for local police, fire, and medical services.
For more, see page 3.
.......................
STATE HOUSING CONFERENCE DECEMBER 9 AND 10
Two California state housing agencies have teamed up to sponsor a two-day conference on housing next
month, covering Proposition 46 Housing Bond funding and other prominent housing issues.
Entitled "Strategic Development: Unleashing the Power of People and Places Housing Conference", the confer-
ence is sponsored by The California Department of Housing and Community Development, in partnership
with the California Hausing Finanee Agency.
