� I�.�-5 <br /> HOMELANDSECURITYFUNDSfrompage3•••••••••••••••••••••••••••••••• <br /> FY 2003 Appropriations <br /> Senate Action • <br /> FY 2003 VA, HUD and Independent Agencies Appropriations Bill (S. 2797)-The Senate provided $1.74 billion <br /> for FEMA emergency planning and assistance, including $900 million for payments to state and local fire departmenu, $180 <br /> million for interoperable communications equipment for firefighters and EMS personnel, $75 million for search and rescue <br /> teams, $75 million for state and local emergency planning grants, $180 million for emergency operations centers, $15 <br /> million for mutual aid, $60 million for emergency responder training, and $15 million for the CERT program. <br /> FY 2003 Commerce, Justice, State Appropriations bill (S. 2778) The Senate provided E2 billion for the Office of <br /> Domestic Preparedness, including $1.12 billion for the equipment grant program, $503 million for first responder training <br /> programs, and $272 million to assist state and local jurisdictions in planning and conducting weapons of mass destruction <br /> exercises to test and validate their terrorism response plans. <br /> House Action <br /> FY 2003 VA, HUD and Independent Agencies Appropriations bill (H.R. 5605) - The House approved $450 <br /> million for fire fighter assistance grants, $78 million for communications interoperability, $30 million for the Citizen Corps <br /> program, and $30 million for all-hazard planning activities with language secured by California Co-Chairs Dreier and Farr that <br /> requires states to consutt with local governments regarding the allocation of these resources. <br /> FY 2003 Commerce, Justice, State Appropriations Bill -There was no action taken by the House on this bill. <br /> Final action on the FY 2003 appropriations bills will be taken up early next year in the new Congress. <br /> FY 2002 Supplemental Funds <br /> FEMA issued a notice in the Federal Register on October 17 announcing the availability of $100 million in FY 2002 funds <br /> for comprehensive emergency planning assistance to state and local governments. The funds for planning grants will be <br /> al located to states based on population, with a requirement that 75 percent of the funds go to local governments. The <br /> notice also announces the availability of $25 million to establish Citizen Corps Councils, support the oversight and outreach <br /> responsibilities of the councils, and expand CERT training.
