MASTER SIGN PROGRAM AMENDMENTS: A request for <br /> approval of an amendment to an existing master sign program may be made in the <br /> same manner as applying for initial approval of a master sign program. <br /> Sec. 3.'[39. MASTER SIGN PROGRAM EXlSTIIdG NONCONFORMING <br /> SIGNS: An application for approvai of a new or amended master sign pragram on a <br /> property with existing nonconforming signs shall include a schedule for bringing the <br /> existing signs into conformance with the provisions of this Article and the proposed <br /> program. <br /> Sec. 3.'i4�. �3ASTER SlGN Pff20GRAM B��l�36NG EFFECT: Upon approval of <br /> a master sig� prGgram, no signs shall be erected, piaced, pdinted ar maintainec� �,n fh� <br /> subject properEy except in conformance with the approved program. The landlord or <br /> property owner or manager shall attach a capy of the sign program to each iease <br /> agreement. The provisions af a master sign program shall be enforced as set forth in <br /> Divisian $ of this Article. Approval of a master sign prog�am does not waive the permit <br /> requirements for any individual sign. <br /> Sec. 3.141. PR�CESE PLANS AND SPECIFIC PLANS CONTAINING SPECtAL <br /> SlGN RULES: Precise Plans and Specific P1ans may establish sign standards which <br /> vary from the standards otherwise applicable under #his Artic{e only as to the <br /> noncommunicafiive aspects of signs. All such plans shall at�tomaticafly incorparate al( <br /> provisions of the Basic Principies section of this Article, as that section may be <br /> amended firam time to time. <br /> ARTICLE II1. SIGNS ON PUBLIC PROPERTY <br /> DIVlSION ONE: PROPRIETARY CAPAC[TY; AMENDMENTS TO POLICY <br /> Sec. 3.742. CAPACiTY: In adopting fihis Article, the City Council acts in its <br /> proprietary capacity as ta Public Property within the City. Private parties may pos# signs <br /> on Public Property only in accordance with this Articie or sorne ather authorization duly <br /> adopted by the City Council. <br /> DlVISIOfV TWO: INTENT AS TO PUBLIC FORUM <br /> Sec. 3.143.
