RIGHT TO PERMIT; APPEAL: An applicant who has an <br /> application tha# fully complies with the terms and conditions af#his Article shall be du[y <br /> issued a permit. Applica#ions which are denied or permits which are revoked or <br /> suspended may be appealed in the same manner as any sign-related decision under <br /> this Chapter. <br /> DIVIS#ON SIX: EXEMPTIONS <br /> Sec. 3.150. EXEMPT S#GNS: <br /> A. Government Signs. The following signs are exempted from the permit <br /> requirement: traffic contral �nd trafFic directiona! signs erected by the City or another <br /> g�vernmental ertity; �ff��id� nati�es required ar authorized by �aw; signs placed ir <br /> furtherance of its governmental functions; signs allowable under Division Seven of this <br /> Article. <br /> B. Certain permanent signs. Permanent signs which were erected in the <br /> past on public land in conformance with all applicable laws, rules and regulations then in <br /> effect may remain in that same lacation so long as they are not expanded and are <br /> properly repaired and maintained. <br /> C. Commercial Mascots. Commercial Mascots on the publie sidewalk from <br /> sunrise to sunset subject to: maximum area sign displayed: #welve (12) square feet per <br /> person, no special illumination and na inflatable signs <br /> Sec. 3.'I51. TIME LIMITED EXCEPTION FOR TEMPURARY <br /> NONCOMMERCIAL SIGNS: <br /> A. Ir� addition to the signs allowed uncler other Divisions of this Article, within <br /> the time periad cammencing ninety {90) calendar �ays befare and ending ten (1Q) <br /> calendar days after any special, primary or general election, temporary signs displaying <br /> noncommercial message(s) may be displayed in the locations specified following, <br /> subjsct fio the rules stated in this Division. Individual signs may not exceed six (6) <br /> square feet in display area or eight (8) feet in height. Only one sign bearing a particular <br /> image or messay� �may �e ��spiay�d in a�y �n� �,���i��ib�e arsa. No si�� may Ll�i <br /> mounted in such a manner as to obscure the view of another sign previously mounted in <br /> the same permissible area. No sign may be moun#ed so as to obscure the view within <br /> the visibility triangle. Such signs are not permitted in #he street median. <br /> B. For purposes of this Division, the permissible areas are: <br /> 1. The planter strip adjacent to City-owned sidewalks. <br /> 2.
