8A <br /> Page 1 <br /> ���`� y. � : : <br /> ` { : �--:������r��e����%���������aunc�l <br /> - _ ����:�� , �����i�#����i�+ee <br /> May 7, 2007 <br /> SUBJECT <br /> Housing and Human Concems Committee 2007/2008 Funding Recommendations for <br /> the Human Services Financial Assistance (HSFA) Program <br /> RECOMMENQATION <br /> Direct staff to incarporate the Housing and Human Concerns Committee's <br /> recommendations for HSFA for FY 07-08 into the FY 07-08 budget to be presented for <br /> review by Council in June. HSFA recammendations are being presented fhis evening <br /> as a part of the overall Annual Action Plan for the City's use of HUD funds. The Council <br /> will take no action at this time. <br /> BacxcROUn�� <br /> Priority #2 of the city's Five-Year Consolidated Plan for 2005-2Q1� #ocuses on <br /> supportive services that address the issues of homefessness and housing, and respond <br /> to basic human needs in our community. For FY 07-0$, the HHCC has continued to <br /> prioritize HSFA funding ta support non-housing "basic human needs," with CDBG funds <br /> being used to support homefess and haus+ng services. In December of 2006, the <br /> Cammittee issued a request for HSFA applications reflecting this priority, <br /> City staff held finro mandatory technical workshops for potential applican#s #o explain the <br /> HSFA process and answer any questions. Agencies submitted an ini�iai draft and then <br /> a final praposal on February 9. On March 28th, agencies appeared before the Housing <br /> and Human Concerns Committee to make brisf presentations and answer questions <br /> about fheir proposals. <br /> On April 5, the Committee met to consider their funding recommendations for FY 2007- <br /> 2Q08. Please note that a white binder with the full agency applications is available in at <br /> the City Clerk's Office. The Committee recommendations for funding are contained in <br /> Attachmen# 1 of this report. Attachment 1 also includes funding amaunts received for <br /> FY 46-07. Attachment 2 ir►cludes a brief descrip#ion of each agency and their funding <br /> request. <br /> HSFA recommendations are being presented this evening as a part ofi the overall <br /> Annual Action Plan far the City's use of HUD funds. The Council wi11 take no action on <br /> specific recommendations at this time. <br /> ALTERNA'fIVES <br /> The Council, in June, could choose ta change the individual agency recommendations <br /> made by the Housing and Human Concerns Committee. <br />
