8A Page 1 ��`� y. � : : ` { : �--:��r��e��%��aunc�l - _ ��:�� , ��i�#��i�+ee May 7, 2007 SUBJECT Housing and Human Concems Committee 2007/2008 Funding Recommendations for the Human Services Financial Assistance (HSFA) Program RECOMMENQATION Direct staff to incarporate the Housing and Human Concerns Committee's recommendations for HSFA for FY 07-08 into the FY 07-08 budget to be presented for review by Council in June. HSFA recammendations are being presented fhis evening as a part of the overall Annual Action Plan for the City's use of HUD funds. The Council will take no action at this time. BacxcROUn�� Priority #2 of the city's Five-Year Consolidated Plan for 2005-2Q1� #ocuses on supportive services that address the issues of homefessness and housing, and respond to basic human needs in our community. For FY 07-0$, the HHCC has continued to prioritize HSFA funding ta support non-housing "basic human needs," with CDBG funds being used to support homefess and haus+ng services. In December of 2006, the Cammittee issued a request for HSFA applications reflecting this priority, City staff held finro mandatory technical workshops for potential applican#s #o explain the HSFA process and answer any questions. Agencies submitted an ini�iai draft and then a final praposal on February 9. On March 28th, agencies appeared before the Housing and Human Concerns Committee to make brisf presentations and answer questions about fheir proposals. On April 5, the Committee met to consider their funding recommendations for FY 2007- 2Q08. Please note that a white binder with the full agency applications is available in at the City Clerk's Office. The Committee recommendations for funding are contained in Attachmen# 1 of this report. Attachment 1 also includes funding amaunts received for FY 46-07. Attachment 2 ir►cludes a brief descrip#ion of each agency and their funding request. HSFA recommendations are being presented this evening as a part ofi the overall Annual Action Plan far the City's use of HUD funds. The Council wi11 take no action on specific recommendations at this time. ALTERNA'fIVES The Council, in June, could choose ta change the individual agency recommendations made by the Housing and Human Concerns Committee.
