C�t� �ouncil <br /> From th� C�#y �llanager <br /> May 7, 2007 <br /> SUBJECT <br /> Fiscal Year 2007-08 Annual Action Plan in suppott of 2005-201� Consolidated Plan — <br /> Building Community through Housing Production and Basic Human Needs <br /> RECOMMENDATION <br /> Adopt a resolution approving the FY 07-08 Annual Action Plan and authorizing the City <br /> Manager ta �xe�ut� and file dacuments reia#ed to the Annual Action Plan for submittal to <br /> the U.S. Department of Housing and Urban Development. <br /> BACKGROUND <br /> The City expects to receive$744,251 in Community Deve(opment Block Gran#(CDBG)funds <br /> and$4'15,769 in HOME investment Partnership funds fram the U.S. Department of Housing <br /> and Urban Devefopment{HUD)for FY 2007/2008. As a condition of receiving funds, the City <br /> is required #o fallow a "Citizens Participation Process" that involves holding a number of <br /> public meetings and publishing the proposed use of funcfs for citizen comment before the <br /> City Council gives final approval on the use of the funds. A binder of proposals and financial <br /> statemenfis for each nonprofit applicant is avaiEable for your review in the Council Chambers <br /> and the Housing and Economic Devefopment Division offices in City Hall. <br /> Cifizens Parficipation <br /> • Mandatory application and technical assistance workshops were held by staff to <br /> assist interested organizations to prepare competitive proposals and several meetings <br /> were hefd by the Hausing and Human Concerns Committee (HHCC) to review <br /> propasals submitted for funding. <br /> • A total af 18 proposals were received totaling $1,013,911 million doilars for the <br /> $744,251 CDBG entitfement. A total of 2 proposals were received for $415,769 in <br /> H4ME funds totaling $640,942. During deliberations,two proposals were withdrawn, <br /> one in CDBG and one in HOME. <br /> • On March 27, 2007,the HHCC approved fiunding recommendations for 18 programs <br /> for$698,888 from CDBG Funds (inctuding $100,000 of program incame), including <br /> statutory administrative funds, as well as one program plus statutory adminisfration <br /> and set-a-sides amounting to $415,769 from H4ME funds. Pursuant to the <br /> withdrawaf ofthe above referenced proposals, $145,363 remained in CDBG funds, <br /> which was designated for future site acquisifiion. <br /> • The Planning Commissian reviewed the capital projects in the Annual Action Plan on <br /> April 17, 2007 and concurred that the proposed activities conform to the City's <br /> General Pian.. <br /> • On April 24, 2007 #he HHCC arnended their recommendations to include prior year <br /> funding and estimated program incame totaling an additional$527,374 in CDBG and <br /> H�ME funds.
