The person controlling, or having the custody of such dog shall be respansible for all damages caused by such dog and shall remove and dispose of their dog's waste. B. Dogs are not permitted: 1. �n sports fields, 2. Within 20 feet of any installed playground equipment, and 3. �n a leash longer than six feet in length. C. No more than three dogs per persor, are allowed in any park or facil�ty including designated off leash parks and facilities D. Any unleashed animafs in or upon any public park, park building or recreation area in the City is hereby decfared a public nuisance and the Chief of Animal Control, as defined in Chapter 5 0#this Code, is hereby directed to abate all such nuisances as soon as reported by impounding such animal, whether licensed or not. Any afficer ar employee of the City is hereby authorized to abafe a!I such nuisances by the removing of such dog from park property. (Ord. No. 1910, § 3, 5-6-85) Sec. 25.2.06 Violations and Penalties: Any person violating any provision of this Division or any amendment thereto, or violating the terms of any permit issued pursuant thereto, shaf! be guifty of an infraction and upon conviction thereo# shall be punishab(e as provided in Section 1.7B of this Code. No. 752} Sec. 25.3.02 General objectives: The genera) objectives of the Parks, Recreation, and Community �ervices Commission shail be to encourage, fiosier, iacilitate, establish and maintain a systemized program of parks, recreatian and playgrounds, to be made available to residents and visitors of the City; and to maintain, operate and administer the various community facilities far the purpose of providing meeting places and sociai facilities for veterans, patrio#ic, fraternal, benevolent anc! other community and non-profit associations. Sec. 25.4.01 Powers and duties: To achieve the objectives of the Parks, Recreation, and Community Services Commission as set out in the preceding section, its powers and duties shall include the authori#y to recommend to the City Council and /or City Manager: A. The estabfishment of an adequate system of parks, playgrounds, bathing facilities and any other recreation establishments which it deems advisable, including equipment and maintenance thereof. B.
