Council Members asked questions about the rate increase relative to the can size. <br />Utilities Committee Chair Ira further explained the rate increase and <br />recommendation. Council assured the community that many of the issues raised, <br />have been raised by the Utilities Committee and Council and will be discussed <br />going forward in the RFP process. <br />Chad Wilson, General Manager of Allied Waste, stated that in reference to <br />recycling of Styrofoam, he is working with SBWMA to find alternative programs for <br />recycling that material. He confirmed that FP International was the company used <br />and he continues to pursue this topic. He stated the Styrofoam must be baled with <br />a corrugated end, sandwiched together, and bagged <br />M/S Bain /Foust to extend the meeting to 12:00 a.m. The motion passed by a <br />unanimous voice vote. <br />Council strongly encouraged the General Manager to pursue the customer service <br />concerns. Amendment to Chapter 3 of the Municipal Code regulating Advertising and Signs. <br />Mayor Pierce opened the public hearing. <br />Dennis Zell stated that the ordinance concerns him for a number of reasons and <br />that it abridges speech based on distinctions, some being offsite vs. onsite. He <br />explained the justifications for abridging speech on signs and billboards and <br />questioned whether it is a wise decision. He explained the issue with <br />distinguishing between commercial and noncommercial. He suggested sticking to <br />objective standards of location and size that an enforcement officer can easily <br />enforce.
