M/S Howard /Ira for one revision to change the zoning for Main Street to be retail <br />only on the bottom floor with monitoring to come back in the future on how it <br />proceeds. The motion passed by a majority roll call vote with Council <br />Member Hartnett and Mayor Pierce voting no. <br />Council Member Hartnett stated be would vote no on the motion because <br />M/S Foust/Ira to add to the administrative process: 1) Send public notices of <br />upcoming "Plan Compliance Determinations" to property owners and tenants <br />within 300 feet of a project site; and 2) Post a public notice on the actual site of <br />the project. The motion passed by a unanimous roll call vote. <br />1. Foust/Ira to adopt a Resolution approving the attached Findings and Statement <br />of Overriding Considerations and the accompanying Mitigation Monitoring <br />Program. (601) <br />ADOPT RESOLUTION 14769 OF THE CITY COUNCIL OF THE CITY OF <br />REDWOOD CITY MAKING CERTAIN FINDINGS CONCERNING MITIGATION <br />MEASURES. ADOPTING A MITIGATION MONITORING AND REPORTING <br />PROGRAM, MAKING FINDINGS CONCERNING ALTERNATIVES, AND ADOPTING <br />A STATEMENT OF OVERRIDING CONSIDERATIONS IN ACCORDANCE WITH <br />THE CALIFORNIA ENVIRONMENTAL QUALITY ACT FOR THE REDWOOD CITY <br />DOWNTOWN PRECISE PLAN <br />The motion passed by a unanimous roll call vote. <br />2. Foust/Ira to adopt a Resolution amending the General Plan: <br />a. To amend the General Plan Land Use Designation of the Downtown <br />Precise Plan Area from "Mixed Uses" (Commercial and Residential), <br />"Multi -Story Structures for Office and Retail Uses," "Moderate and High <br />Rise Residential Structures," "Government," and "Office Park Oriented <br />Uses" to "Downtown Mixed Use" and "Downtown Expansion Blocks." <br />b. To add new text to the General Plan describing two new land use <br />designations, i.e., "Downtown Mixed Use" and "Downtown Mixed Use <br />Expansion Blocks" and their associated definitions. <br />ADOPT RESOLUTION 14770 OF THE CITY COUNCIL OF THE CITY OF <br />REDWOOD CITY AMENDING THE STRATEGIC GENERAL PLAN OF THE CITY OF <br />REDWOOD CITY TO CHANGE THE GENERAL PLAN LAND USE DESIGNATIONS <br />OF PROPERTIES LOCATED WITHIN THE REDWOOD CITY DOWNTOWN <br />PRECISE PLAN AREA TO "DOWNTOWN MIXED USE" AND "DOWNTOWN MIXED <br />USE EXPANSION BLOCKS" <br />JOINT CITY COUNCIL /REDEVELOPMENT AGENCY/ MARCH 26, 2007 <br />PUBLIC FINANCING AUTHORITY MEETING MINUTES PAGE 8 <br />MINUTE BOOK NO. 61 <br />Page No. 359 <br />
