exempt from the requirements of the National Environmental Protection Act <br />("NEPA") and the California Environmental Quality Act ("CEQA") as ministerial <br />projects, and that they do not have a significant effect on the environment, and a <br />notice of such determination has been filed with the County Clerk of San Mateo <br />County; and <br /> <br /> WHEREAS, pursuant to the requirements of Section 104(a) of the Act, the <br />City has followed its Citizen Participation Plan as part of the process for <br />determining how the grant funds herein referenced will be used; and <br /> <br /> WHEREAS, this Council desires to approve the aforementioned One Year <br />Action Plan of the Consolidated Plan for a Community Development Block Grant, <br />and to authorize the execution of all documents pertaining thereto, including all <br /> <br />understandings and assurances connected therewith; <br /> NOW, THEREFORE; <br /> <br /> BE IT RESOLVED BY THE COUNCIL OF THE ClTY OF REDWOOD <br />CITY, AS FOLLOWS: <br /> <br /> 1.
