6.1 B <br /> REPt3RT Page 1 <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> May 2�, 2007 <br /> SUBJECT <br /> Purchase of combination sewer and storm drain cleaning truck <br /> RECOMMENDATION <br /> Approve by motion the purchase of one combination sewer and storm drain cfeaning <br /> truck in the amount of $313,627.49 from Maryland Industrial Trucks of Linthicum, <br /> Maryland under the U.S. General Services Administration's (GSA} Multip(e Award <br /> Schedufe Contract#GS-3aF-�t012-H. <br /> BACKGROUND <br /> During the FY 2008/2007 budget review process, the City Council appraved the <br /> purchase of ane combination sewer and storm drain cleaning truck for the Public Works <br /> Services Department. This combination cleaning truck will be used by the Sanitary <br /> Sewer Maintenance Section for their sew�r main flushing program and by the Storm <br /> Drains Maintenance Section far suction c4eaning of storm drains and pipes as required <br /> under fihe NPDES permit. Combination type cleaning trucks have the capability ta clean <br /> drains, pipes, and basins by either high pressure flushing and/or vacuuming them or by <br /> using both techniques simuftaneously, which is the most efficient method. <br /> The purchase of tt�is sewer cleaning truck is for the scheduled replacement of the <br /> department's existing 1985 sewer cfeaning truck. <br /> . ALTERNATIVES <br /> Not approving the purchase of this sewer cleaning truck would impact the operational <br /> requirements of#he Public Works Services Department. Their existing sewer cleaning <br /> truck is extremely worn from heavy daily use. It wauld not be economically sound to <br /> inves# in the continued repair of this sewer cleaning truck due to its current age and <br /> conditian. Cooperative purchasing provisions under Redwood City Code Section 2.80 <br /> make it possible for the City to bene�t from larger volume purchases. Fleets using <br /> these provisions realize a significan#savings from prevailing fleet prices. <br /> FISCAL IMPACT <br /> Funds for the purchase of this repfacement sewer cleaning truck were approved by City <br /> Council in the FY 2006/2007 Ec�uipment Replacement Fund Budget, in the amount of <br /> $262,3�0. The remaining balance of$51,327.49 will initially be financed from retained <br /> earnings in the Equiprnent Replacement Fund. This amount will be subsequently <br /> recovsred from the operating budget of the user department through #he vehicle <br /> replacement charges in future years. <br /> The two main reasons for the price difference befiween what was budgeted compared to <br /> the actual purchase price is: (1) the increase in the cost of steei; and (2) the increased <br /> cost in all 2007 diesel engines which were campletety redesigned to meet the stringenf <br /> 2007 emission standards mandated by the Environmental Pro#ectian Agency. <br />
