6.1 F <br /> Page 1 <br /> RE POI�T <br /> To th� Honorabl;� Mayo�r and City C�aun,�il <br /> Fro:m the �it,` Man� +�r <br /> May 21, 2007 <br /> SUBJECT <br /> Amendment Na. 2 to the Consultant Agreement with Beais Ailiance-Sport Division for <br /> the Red Morton Community Park Synthetic Turf Fieid Instailation Project <br /> RECOMMENDATION <br /> Approve, by mofion, Amendment No. 2 to the agreement with Beals Alliance-Sport <br /> Division ta provide additional serviees for the Red Morton Community Park �ynthetic <br /> Turf Field Installation Project in an amount not-to-exceed $35,000 for a total contract <br /> ualue af $309,275. <br /> BACKGROUND <br /> On August 22, 2D05, the City Council approved and authorized the execution of an <br /> agreement with Beals Alliance-Spor� Division ("Beals"} in the amount of $199,675 to <br /> provide design and related services for the Red Morton Community Park Synthetic Turf <br /> Field Installation Project. Amendment No.1 in the amount of $74,60Q for construction <br /> management services was approved by Council on August 28, 2046. Additional <br /> construetion managemen# services are needed and Amendment No. 2 in the amaunt of <br /> $35,000 is proposed. The total construction value of this praject is appraximately $4 <br /> million. The cost of construction management services for this project is approximately <br /> 2.7% of the construction cost. <br /> � The bid opening for tl�e Red Morton Community Park Synthetic TurF rieid fnstallation <br /> Project was held on Jufy 26, 2006. The project consists of the instaflation of synthetic <br /> turf on three of the park's sport fields. Griffin/Bechet is completed and in service. <br /> Sitework at Mi#chell and McGarvey is completed and only the insfallation of the synthetic <br /> tur# remains. Beals has spent more time than originally anticipated to resolve <br /> insta(Eation issues resulting from unfavorable underground conditions that were <br /> unknowable until work began on the project. Also, Beals has spent more time than <br /> anticipated addressing issues surrounding #he quality af the synthetic turf materiai <br /> installed an the field that is in service. Construction remains on schedule and work on <br /> the rernaining two fields will be completed by July. <br /> ALTERNATIVES <br /> Council may choase not to approve Amendment No. 2 to the agreement which will delay <br /> the completion of construction. <br /> FISCAL{MPACT <br /> Funding for this project resuits Trom the bond issue for the Recycied Water Projec#, of <br /> which $�4,759,057 is available in Fiscal Year 2006/2007. This funding source is <br /> suppiemented by Proposition No. 40 Parkland Block Grant in the amount of $542,61 Q <br /> As well, the Capital Improvement Program has allocated $349,747 in FY 2006/2007 for <br /> this project. <br /> . _ _.._ __ <br />
