Page 1 <br /> ���o� � <br /> To the H�onorab�e Mayor and City CouRC'r( <br /> From the City Ill�ana�r <br /> May 21, 2007 <br /> SUBJECT <br /> Resolution Requesting Bay Trail Realignment on Inner Bair Is{and <br /> RECUMMENDATlON <br /> Approve by resolution a r�quest that the San Francisco Bay Trail Project incorporate a <br /> future rea(ignment of fhe Bay Trail on Inner Bair Island into its Bay Trail Plan <br /> BACKGROUND <br /> Since 1989, the San Francisco Bay Trai1 Project, as part af the Association of Bay Area .r <br /> Governments, has been implementing the vision of a continuous trail along the shoreline of <br /> all nine Bay Area counties. When complete,the trail wi!!be 500 miles long. Currently,288 <br /> miles exist, providing opportunities for recreatian, hiking, bicycting, skating, and an <br /> aiternative#ransporta#ion corridor. <br /> A current segment of the Bay Trail in Redwoad City is designated on a portion of the <br /> existing loop trail on Inner Bai�Island, parallel to U.S. Route 101.As you know,the United <br /> States Fish and Wi1dlife Services (US�WS),with the involvement and support of Redwood <br /> City, is embarking on a restoration of the Bair Isiand complex, which will alter the trail <br /> af ignment and access paints to Inner Bair Island. City s#aff and representatives of fhe San <br /> Francisco Bay Trail Prpject agree that in order ta best accommodate those changes, <br /> planning for a future realignmen#of the Bay Trail on inner Bair Island is appropriate, and <br /> will best serve the community and visitars to this natural treasure.The USFWS'manager of <br /> the Bair Island complex has indica#ed support for and appreciation of this realignment <br /> request. <br /> The�estoration project includes the efimination of the existing continuous loop trait around <br /> the island, and converting it inta two, non-continuous trail segmen#s leading to observation <br /> platforms at the point of the future levee breaches.The attached map illustrates the current <br /> and future alignments. The proposed realignment of the Bay Trail would designate those <br /> two ptanned non-continuous trail segments as Bay Trail°spu�s,"maintain the existing Bay <br /> Trail spine alignment along the western edge of Inner Bair Island, designate the eastern <br /> edge of fnner Bair Island including the future bridge crassing to Bair Isiand Road as Bay <br /> Trail"spine,°and eliminate Bay Trail designation on the ievee adjacent to Inner Bair Island <br /> as a result of the proposed trail access closure at Whipple Avenue. <br /> In order ta incorporate the proposed realignment into the Bay Trail Plan #or future <br /> implementatian, it is necessary fflr the City Cauncil to adopt a resalution requesting that <br /> change. The proposed realignment would take place as part of a future "public access" <br /> phase of the restoration project. !f the City CouncH adopts this resolution, a report on the <br />
