05/21 /2007
WHEREAS, the USFWS' plans include closure of the existing Whipple Avenue access
to Inner Bair Island, two levee breaches to restore tidal flow to the island, elimination of the
continuous loop trail around the island thus converting it into two, non-continuous trail
segments leading to observation platforms, and construction of a pedestrian bridge from Bair
Island Road in proximity to an existing public parking lot; and
WHEREAS, in order to best accommodate and coincide with the USFWS' planned
trail alignment and access point changes on Inner Bair Island, Redwood City desires that the
Bay Trail Project plan for a complementary realignment, to include Bay Trail designation of
the two planned non-continuous trail "spurs," maintaining the existing Bay Trail spine
alignment along the western edge of Inner Bair Island, designating the eastern edge of Inner
Bair Island including the bridge crossing to Bair Island Road as Bay Trail spine, and
eliminating Bay Trail designation on the levee adjacent to Inner Bair Island as a result of the
proposed trail access closure at Whipple Avenue; and
WHEREAS, such a realignment and designation of Bay Trail on Inner Bair Island will
provide the estimated 250,000 annual visitors to Bair Island, from the community of Redwood
City and the entire region, with enhanced recreational opportunities as well as more direct
and environmentally-sound access, and will be in concert with the USFWS' Bair Island
restoration plans.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
REDWOOD CITY AS FOLLOWS:
That the Council requests the Bay Trail Project incorporate this realignment of
the Bay Trail on Inner Bair Island into the Bay Trail Plan.
,~
ATTY/RESO/RES0.1704
050307
14778
Muff # 205
2
