MATTERS OF COUNCIL INTEREST- <br /> <br /> A. Countywide Deficiency Plan; (702) <br /> <br /> Council Member Hartnett, Board Member of City/County Association of Governments <br /> (C/CAG) stated that the complete report (CMP) is contained in the agenda packet. He <br /> stated that Community Development Services Manager Patterson and C/CAG Executive <br /> Director Rich Napier were available for questions. <br /> <br /> Council Member Hartnett explained that if the CMP is adopted by C/CAG under <br /> requirements by law by which when certain deficiencies are indicated in the transportation <br /> system in the County, a deficiency plan must be prepared in accordance with the law. Two <br /> options exist for the plan; one where each required city prepares a plan or a Countywide <br /> plan that encapsulates all of the deficiencies throughout the County. C/CAG has developed <br /> through extensive discussions with the cities throughout the County, the City Managers and <br /> Planning staff, a plan that could accomplish having one deficiency plan rather than <br /> multiple. This could accomplish leveraging of funds so that once the plan is adopted and <br /> the individual cities have made their contributions to the plan, monies would be leveraged <br /> multifold from State and Federal sources in order to have meaningful measures <br /> implemented that would make a difference countywide. He further stated that before the <br /> Council is the recommendation that the City allow Council Member Hartnett to vote in <br /> favor of the Countywide Deficiency Plan, recognizing that it has a fiscal impact on the City <br /> because, if adopted, the City members would need to make a contribution. <br /> <br /> Council asked various questions about the CMP. <br /> <br /> M/S Ira/Ruskin to authorize City/County Association of Governments (C/CAG) Board <br /> Member Jim Hartnett to vote for approval of the Countywide Deficiency Plan.
