Agreement for Professional Services with LSA Associates to prepare an <br />Environmental Impact Report <br />Recommendation: <br />M/S Howard /Bain to approve by motion an agreement with LSA Associates to <br />provide consultant services to prepare an Environmental Impact Report for the <br />Preserve at Redwood Shores. (304) <br />The motion passed by a majority roll call vote with Council Member Hartnett <br />and Vice Mayor Foust recusing due to a conflict of interest in owning property <br />in the area. MINUTE ORDER 07 -055 <br />Council Member Hartnett and Vice Mayor Foust returned to the dais. <br />7. BOARDS, COMMISSION, AND COMMITTEE REPORTS - <br />A. Park and Recreation Commission Recommended Park Rule Changes <br />Director Parks, Recreation & Community Services Department Centeno introduced <br />the Commission Members present in the audience and explained the proposal <br />before Council. <br />Chairperson Robert Slusser stated that the recommendation is a result of <br />approximately two years of study and work of a subcommittee and Commission as <br />a whole. The recommendations reflect their view of the changes needed to the <br />park rules to help facilitate the use of parks today. Because of the changes <br />throughout the country in park use, it is necessary to keep pace with that process. <br />He continued to explain the recommendations and process for reaching them. <br />Council Members questions included whether other cities have a rule calling for a <br />permit for groups of over 25 people. City Attorney Yamamoto responded that the <br />number is not the issue, but the issue would be with respect to free assembly and <br />speech. The other questions involved numbers of dogs, whether size of parks was <br />considered in determining the group of 25 needing a permit, cigarette smoking <br />within the child play equipment areas, budget implications for enforcement and <br />implementation time. <br />Mayor Pierce read a letter submitted by Elizabeth Travers requesting reduction of <br />persons on a permit to not exceed 25 people in any park less than three acres in <br />size; not allow tables, chairs or other equipment unless the park is larger than three <br />acres; and install supervision on the weekends (letter on file in the Clerks Office). <br />JOINT CITY COUNCIL /REDEVELOPMENT AGENCY BOARD MEETING APRIL 9, 2007 <br />MINUTES PAGE 4 <br />MINUTE BOOK NO. <br />Page No. 369 <br />
