Adopt the Negative Declaration for the Active Parkland Standard and Parkland <br />Dedication and (n-Lieu Fee Ordinances (Attachment 1}; <br />2. Adopt a Resolution of (n#entian to amend the Strategic General Plan for the <br />purposes of establishing an active community parkland standard (Attachment 2}; <br />3. Recommend a Genera( Plan Amendment to the City Council for the <br />establishment of an active parkland standard of #hree acres per 1,000 residents <br />and set forth po('tc'ses and standards for Park and Recreation facilities; <br />4. Comment on the proposed concept for the Parkland Dedication and In-Lieu Park <br />Fee Ordinances. <br />BACKGROUND <br />The Department Strategic Plan adopted by the Park and Recreation Commission iri <br />2004, directed staff to look at the establishment of a park standard for Redwood City <br />and a corresponding in-lieu fee policy such that future development would not reduce <br />the existing ratio of park land to residents. This plan was initially presented #o the <br />Planning Commission in October 2004. After extensive work creating a park inventory, <br />the Park and Recreation Commission brought a recommendation on a parkland <br />standard to City Council in December 2005. At that time, Council directed the Planning <br />Commission to consider a General Plan Amendment to establish an active parkland <br />standard of 3 acres per 1,000 residents; and directed staff to proceed with a nexus <br />study to determine the relationship between new residential development and the need <br />for additional parks. Parks. Recreation and Community Services (PRCS) staff engaged <br />the firm of Moore Iacofano Go(tsrnan, Inc. (M(G} to prepare the nexus study. <br />DISCUSSION <br />Amendment to the Genera( Plans Open Space Element <br />Staff is recommending that the Open Space Element of the current General Plan be <br />amended to include the following policy: <br />' This policy was also included in the draft Parks and Open Space Element proposed far the General <br />Plan update and was previously presented to the Planning Commission and fhe City Council last fall. <br />Although intended For inclusion as part of the overall Generat Pfan update, staff wishes to fo[ward this <br />
