6.2B
Page 1
PCC,RT
To the Honorabie Mayor and ity Council
From the City Manager
June 18, 2007
$UBJECT
Amendment to the City of Redwood City's Ciassification Plan
RecomarNnarxa
Amend the City's cfassification plan to add the new classification of RecycJed Water
Specialist in Ptblic Works Serrrices
BACKGROUND
As the community of Redwood City grows, the demand for water also increases. To meet
future demands and avoid shortaes, the City is in the sracess o# expanding its recycRed
water program to include the use of recycled wa#er#or landscape irrigatian.
The Recycled Water program is highly regulated and monitored by the State Department
of Health Srvices and the Regiona! Water Quality Cantroi Board, to ensure the safe use
f recycld water and minimize the potential for fieatth risks.
Due to the specialiaed nature ofi the recycled water program, extensive regulatins
covering its usage, and beeause carefu! manitoring is critical to its success; Public Works
Services (PWS? requested the creation of a specialized classificafion that wilt be
responsible for aclministering the program. This position will be primarily responsible fior
overseeing, monitoring, and implementing the city's recycled water program incuding:
ensuring campliance with regulatory agencies; inspecting o# recycled wa#er si#es;
admin+stering the cross-connection program, ar►d overseeing the construction of site
retrofit plans.
Attached for your review is a job description ofi the new classification of Recycled Water
Specialist(see attachment 1.)
A classifcation and salary survey o other Bay Area cities was conducted. The strvey did
not reveal sufficient data to warrant a recommendation based an external labor market. As
such, an intma! analysis was conducted and it provided the basis for the proposed satary
range of $5,27 to $6,406 pe month. The propased satary is aligned with the fo(towing
classiications: Customer upport Services 5pecialist, Water tuality Specialist, Utilities
Speciaiist, and Water Conservation Specia(ist. These classification are very simiiar to the
prvposed class, in that they all perform specialized functions in #he Water Utility Services
Division of PSIVS and incumbents receive supervision from a Public WorKs Supervisor.
