To. the-City.Council - - - ., From the City Manager December 16, 2002 Subject Agreement for Professional Services with CH2M Hill to Prepare a Mitigated Negative Declaration for a Proposed Librery in Redwood Shores. Recommendation Approve the agreement with CH2M Hill for an amount not to exceed $57,312. Background The City is considering constructing a new branch library in Redwood Shores. The proposed site is bounded by Marine Parkway, Bridge Parkway and a portion of the Belmont Slough and public exercise path. Please refer to the attached location map (Attachment A). The City is positioning itself to apply for a State grant under the Library Bond Act to pay for the majority of the library's site preparation and construction costs. As required by the State, the City must first prepare a wdtten evaluation of the project's environmental impacts under the Califomia Environmental Quality Act (CEQA) before it could obtain such funding, Staff has determined that a Mitigated Negative Declaration will be prepared for the project.~ Staff is recommending hidng CH2M Hill to prepare the Mitigated Negative Declaration. CH2M Hill is a well qualified planning and engineering firm, and has had experience in preparing environmental -- documents specifically in Redwood Shores. For example it most recently prepared the Environmental Impact Report for The Redwood Shores Bayfront Specific Plan. The consultant has estimated the cost to be $57,312, including traffic and biologic studies. Please refer to the Project Agreement/Scope of Work (Attachment B). In addition, CH2M Hill has agreed to meet the important deadlines for the grant application. The City must submit the grant application to the State by March 28, 2003, if it wants to move forward on a branch library at the Shores. As can be seen in the attached schedule CH2M Hill will meet the deadline. Fiscal Impact The money has been budgeted in the General Improvement District (GID) 1-64 200212003 budget. However, if the City is successful in obtaining the State grant, then two-thirds of the funds (approx. $38,200) will be reimbursed to the City.
