The draft project description will be circulated for <br />review and approval by the City and ABA. <br />Following approval of the project description, we ~1~ prepare the administrative draft <br />Initial Study. _We.will rely-on existing studies, darn; and tnehnical reports that are available <br />from the City and other entities,~s well as conduct new technical studies for impact <br />categories requiring them, We will use the most current version of the Initial Study <br />Checklist from the Governor's Office of Plmming and Research. Responses will be prepared <br />for each item on the checklist. <br /> <br />The approach and methodology we will use for the CEQA checklist categories is as follows: <br /> <br /> · Aesthetics - The existing visual setting will be described, and visual effects <br /> resulting from the proposed project will be evaluated. Our scope assumes that <br /> ABA will provide visual renderings or perspective drawings of the proposed <br /> building on the site, from at least two vantage points.' <br /> <br /> · Air Quality - The potential air quality impacts associated with the project include <br /> increased intermittent vehicle emissions due to increased traffic from the library <br /> project, and fugitive dust from construction-related activities. <br /> <br /> For vehicle emissions impacts, the Bay Area Air Quality Management District <br /> (BAAQMD) requires that loc~li zed carbon monoxide (CO) concentrations be <br /> estimated for projects where project-related traffic is anticipated to impact <br /> intersections or roadway links operating at Level of Service (LOS) D, E, or F or <br /> would cause LOS to decline to D, E, or F. For this air quality scope of work, we <br /> assume that project-related traffic will not cause any of the traffic study <br /> intersections to decline to LOS D, E, or F and, therefore, that CO modeling will <br /> not be required. If the traffic impact study shows that LOS impacts would occur <br /> as a result of the project, we will request an amendment to this scope to perform <br /> the necessary modeling. <br /> For construction-related air quality impacts, BAAQMD does not require the <br /> quantification of construction emissions, but does require compliance with best <br /> available dust control measures. These measures will be described, and sensitive <br /> receptors in the project vicinity will be ident~ied. <br /> · Biological Resource~ - The proposed library site has been filled or graded on most <br /> of its surface, but its proximity to the adjacent Belmont Slough significantly <br /> increases the potential presence of sensitive biological resources. A depressed <br /> area at the southeast comer of the site contains known wetland indicator species. <br /> The close proximity of the wetland resources to the project footprint warrants <br /> the conduct of a formal wetland delineation. This delineation will be used in <br /> both the CEQA documentation as well as for BCDC and other potential resource <br /> agency permits (e.g., U.S. Corps of Engineers Section 404 Permit). Therefore, our <br /> scope of work for biological resources includes the following tasks: <br /> <br /> Conduct a reconnaissance-level biological survey for birds and special status <br /> species that may occur on site and in the project vicinity. <br /> <br /> <br />
