6.1J
Page 1

REPORT

June 25, 2007

SUBJECT
Rejection of Bids - Lakeview Pump Station Improvements Project

ReCOMMENDATION
Reject, by motion, all bids for the Lakeview Pump Station Improvements Project, direct
the return of all bid securities, and authorize the re-design of the project and re-
advertisement for bidding purposes.

BACKGROUND
The Lakeview Pump Station is located within the Lakeview Reservoir site near the
intersection of Lakeview Way and Woodland Way. The Lakeview Reservoir zone is one
of the largest in the City and services 625 homes within a one square mile area. The
Lakeview Pump Station previously pumped water to storage tanks in the California zone
but has been idle since the demolition of those storage tanks in 1998.

The proposed improvements to the existing Lakeview Pump Station will return the
facility to use. The rehabilitated pump station will circulate water in the Lakeview
reservoir to maintain water quality in the Lakeview reservoir. The pump station will also
provide additional water supply to the Emerald Lake Hills area in the event of an
emergency such as a disruption of water service at the Edgewood connection to San
Francisco Public Utilities Commission's Hetch Hetchy pipelines.

The proposed improvements include providing a new structure to enclose the pump
station (pump control valves and piping), a stand-by engine generator for use during
power outages, and resurfacing the existing access road.

Five (5) bids were received at the bid opening on May 16, 2007 and are summarized
below.

Bidder Electrical Sub-Contractor Bid Amount
Precision Enaineerina, Inc. Barri Electric $899,937.00
Trinet Construction Barri Electric $848,600.00
West Vallev Construction Barri Electric $710,720.00
McGuire & Hester Barri Electric $699,800.00
Casev:Coristi'Uction.... ....... . .. . f ...<> 13arriJ:lectric ........ ..: .<~O.633.00
Engineer's Estimate $495.000.00
Note: SAME ELECTRICAL SUB.CONTRACTOR ON ALL BIDS RECEIVED.

Unfortunately, the low bid of $620,633.00 submitted by Casey Construction is 25.4%
higher than the Engineer's Estimate of $495,000.00 and exceeds the amount currently
budgeted for this project.
