<br />6.1L <br />Page 1 <br /> <br /> <br />June 25, 2007 <br /> <br />SUBJECT <br />Addendum No. 1 to the 2006-2007 After School Program Services Agreement, and the <br />2007 ~2008 Agreement between the City and the Redwood City School District <br /> <br />RECOMMENDATION <br />Approve by motion, the execution of Addendum No. 1 to the 2006~07 After School <br />Program Services Agreement, and the 2007-2008 Agreement between the City and the <br />District by the City Manager for After School Program Services. <br /> <br />BACKGROUND <br />The Parks, Recreation and Community Services (PRCS) Department operates After <br />School Learning Centers at seven school sites in Redwood City and the North Fair <br />Oaks Area in partnership with the District. Services include after school tutoring, <br />recreation and enrichment programming such as life skills and family education <br />opportunities. The majority of funding for the programs comes from State grants for <br />which the City has acted as fiscal agent, and federal grants managed by the District. <br /> <br />With the implementation of Proposition 49, both the State and Federal funds for after <br />school programs now come under the State Department of Education jurisdiction. <br />While existing programs were grcmdfathered in, contract amendments were required. <br />At the same time the District and the City agreed that having aU funds for after school <br />programs funneled through the District would be optimal. As a result of these two <br />factors, the current 2006-2007 school year agreement needs to be amended to increase <br />our maximum reimbursement from $234,738 to $630,316. The increased amount <br />reflects the addition of the State grants that would have come directly to the City that will <br />now come via the District along with an increase in the per child per day reimbursement <br />from $5 to $7.50. <br /> <br />The 2007-2008 Agreement for After School Program Services reflects the change in <br />fiscal responsibility as well as a full year of funding for the Garfield School Program <br />which began in April of 2007. In the upcoming fiscal year, the PRCS will be serving 724 <br />children at seven school sites at a not to exceed amount of $757,816. <br /> <br />ALTERNATIVES <br />Council may choose not to approve the addendum or enter into the agreement. <br />
