<br />6.1E <br />Page 2 <br /> <br />work in March 2004, and recommended that the City implement an alternative project <br />that combined recycled water use, replacement of natural turf playing fields with <br />synthetic turf, continued use of groundwater, and additional water conservation <br />programs to reduce demand on the potable water supply. The Council accepted the <br />Task Force Report and directed staff to return with strategies to implement the <br />recommendations of the Task Force. <br /> <br />On June 14, 2004, staff presented an outline for jmplementing the Task Force's <br />recommendations to Council. As well, Council reviewed the proposed agreement for <br />the Production and Delivery of Recycled Water r Agreement") and the lease agreement <br />for Recycled Water Treatment I Storage / Pumping Facility Site ("Lease") between the <br />City and South Bayside System Authority ("SBSA"). On July 26, 2004, Council <br />approved both the final Agreement and Lease, which provide the legal, operational and <br />financial details for the long.term partnership between the City and SBSA for recycled <br />water prOduction <br /> <br />On August 23, 2004, Council approved the first of the multi-year professional services <br />agreements with Kennedy/Jenks Consultant for the design of all pipeline improvements <br />constructed within publiC rights-of-way in the Redwood Shores Project Area <br />(Attachment 1, Bid Packages 1 - 3). The design for Bid Packages 1 thru 3 was <br />completed. Bid Packages 1 and 2 are constructed, and Bid Package 3 is 80% <br />constructed. On March 26, 2006, Council approved the second professional services <br />agreement with Kennedy/Jenks Consultant for the design of Bid Packages 4 and 5. Bid <br />Package 4 construction began last month. Bid Package 5 construction is anticipated to <br />begin this summer. <br /> <br />Council is asked to approve the proposed third and final-year professional services <br />agreement with Kennedy/Jenks Consultants for the Recycled Water Project - Phase 1 - <br />Distribution System Design - Bay Front, Seaport and Westport Project Area (Bid <br />Package 6 thru 9). Kennedy/Jenks will provide engineering services to design and <br />assist with the construction of the distribution piping system for the Bay Front, Seaport <br />and Westport Areas. The proposed agreement includes the design of all of the pipeline <br />improvements that will be constructed within public rights-of-way in the Bay Front and <br />Seaport Project Areas (Bid Package 6 and 7), and in easements in Blomquist and <br />Westport Project Areas (Bid Package 8 and 9). See Attachment 2, Bid Package 6 - 8, <br />and Attachment 1, Bid Package 9. Scope of work includes the preparation of plans, <br />specifications, cost estimates, and project bidding assistance for the proposed <br />improvements. Key project design features include: <br /> <br />· Approximately 20,000 lineal feet of new recycled water pipelines (S.inch to 24-inch <br />diameter), and <br /> <br />. Approximately 24 service laterals (1-inch to 8-inch diameter) which will extend from <br />the new recycled water pipelines to each eligible customer site. <br /> <br />ALTERNATIVES <br />The scope of work specified in the proposed agreement may be accomplished by <br />increasing City staffing levels. However, any additional staffing would delay the project <br />by six months or more, and would require down-sizing staff at project phase completion. <br />Staff believes that a continued relationship with Kennedy/Jenks Consultant is both <br />efficient and effective. <br />
