Mana' er <br /> <br />June 25, 2007 <br /> <br />SUBJECT <br />Informal Bid Process - Red Morton Irrigation Well Drilling, Construction and <br />Development <br /> <br />RECOMMENDATION <br />Informational report. No action by Council required. <br /> <br />BACKGROUND <br />In March 2004, the City's Recycled Water Task Force recommended that staff <br />investigate potential uses of groundwater to reduce demand on the potable water <br />supply. In response, staff proposes to install a test well in Red Morton Park to <br />determine the feasibility of using groundwater, rather than potable water, for landscape <br />irrigation in Red Morton Park. <br /> <br />The purpose of the test well is to determine if groundwater exists in adequate quantities <br />to support a production well for irrigation of a portion of Red Morton Park with <br />groundwater rather than potable water. Currently, only potable water is available for <br />irrigation purposes at Red Morton Park. <br /> <br />The test well will be drilled to a recommended depth of 250 feet per survey results <br />provided by Geoconsultants Inc. If groundwater is encountered, a temporary pump will <br />be lowered to the bottom of the well to test production capacity, log the properties of the <br />aquifer, and sample water quality. If the test results are favorable, the City will develop <br />the test well into a functional well by removing the temporary pump, increasing the <br />diameter of the well bore, and providing appropriate casing, screens, gravel pack, <br />sanitary seal, and locking top cap. A subsequent project will equip the well with a <br />permanent pump and provide piping to connect the well to the existing irrigation system <br />in the park. Installation of a hydro pneumatic tank may be required at this stage. <br /> <br />If the well does not have adequate production capacity, it will be abandoned and <br />another test well will be performed at an alternate location within Red Morton Park. <br /> <br />All work associated with the project will be performed according to the California <br />Department of Water Resources ("DWR") Bulletin 74-90 (Water Well Standards, State <br />of California) and the regulations of the San Mateo County Environmental Health <br />Department. <br /> <br />A Class 3 California Environmental Quality Act Exemption for this project was issued in <br />May 3,2007. <br />
