REPORT

6.1H
Page 1

June 25, 2007

SUBJECT
Agreement between the County of San Mateo and the City of Redwood City for Fire
Protection Services.

RECOMMENDATION
Approve by motion a new fifteen-year agreement (July 1, 2001 though June 30, 2022)
between the County of San Mateo and the City of Redwood City for Fire Protection
Services for the Fire Protection Sub-Zone of San Mateo County Service Area NO.8
(CSA-8). CSA-8 is located in the unincorporated area of North Fair Oaks. Fire protection
services include response and prevention activities.

BACKGROUND
On June 30, 2007, the current 10-year agreement which was approved by the Redwood
City Council in November 1997 will expire. A new contract has been drafted and upon
Council approval will take effect on July 1, 2007. In this new contract, the cost to
provide fire protection services is calculated based on an agreed percentage rate (32%)
of the total property tax generated ("revenue") from the said protected area.

In the current contract, cost is calculated based on type of call and response times. The
current contract has 8 complicated and cumbersome billing process and the annual
revenues are hard to accurately project. The new contract is far more efficient to
manage and revenue projections more predictable.

ALTERNATIVES
Not enter into this contract with San Mateo County for the Fire Protection and return to
negotiate a revised agreement with San Mateo County.

FISCAL IMPACT
The new agreement is projected to generate more than $225,000.00 in annual revenues
the first year. These projected revenues are approximately 40% higher than the average
annual revenues from~ years. (........." /J II-

~~ /V___
.'
