He stated that approximately 266 signatures were not Redwood <br />City residents but his concerns were directed at "fraudulent" signatures, those names <br />signed by someone other than the signatory. City Attorney Yamamoto clarified that <br />documents submitted with signatures are regarded as signifying a show of people who <br />are interested in a particular point of view. There is no legally binding effect with respect <br />to the city. <br />Amanda Freeman, YFES Crisis Intervention and Suicide Prevention Center Program <br />Manager, thanked Council for continued support for the program which is the only 24- <br />hour suicide crisis line in San Mateo County. <br />Council Member Hartnett commented that while he strongly believes in and supports <br />the First Amendment, several speakers have addressed the Council on a particular <br />topic for which he would like to provide comment. Although the speakers appear to be <br />well meaning, reasonable, and responsible, a commonality seems to be fear and <br />anxiety. On two occasions, Mr. Webb has presented a report in an extremely offensive <br />manner, exhibiting a stereotypical view, and misusing data. He stated that the remarks <br />are racist and because the topic is not on the agenda for Council consideration, there is <br />not an opportunity for Council to remark. He further stated that silence on behalf of the <br />Council should not be construed as adoption or validity of such remarks. <br />M/S Foust/Ira to waive reading of the Consent Calendar except the ordinances by title, <br />adopt the resolutions and the ordinances, and approve other items. Item 7.4.13 was <br />removed for separate consideration. The motion passed by a unanimous roll call <br />vote. <br />7.1 Section — Motions - <br />A. Mid -Year Budget Adjustment for Redevelopment Agency (RDA) Capital Budget for <br />Fiscal Year (FY) 2006/2007 — Redevelopment A -gencv Board <br />Recommendation: <br />Approve by motion the amendment of the RDA FY 2006/07 Capital Budget as <br />follows: <br />1. Transfer the Metropolitan Transportation Commission Housing Improvement <br />Program (MTC /HIP) Grant of $387,900 from the Post Office Paseo Project <br />( #803 - 71243) to a new capital project: "El Camino Real Grand Boulevard <br />Improvement Project" ( #803 - 72013). <br />2. Appropriate an additional $113,147 from available RDA General Fund "Working <br />Capital Balance" for the "EL Camino Real Grand Boulevard Improvement <br />Project" ( #803 - 72013). <br />3.
