City Attorney Yamamoto clarified that documents submitted with signatures are regarded as signifying a show of people who are interested in a particular point of view. There is no legally binding effect with respect to the city. Amanda Freeman, YFES Crisis Intervention and Suicide Prevention Center Program Manager, thanked Council for continued support for the program which is the only 24- hour suicide crisis line in San Mateo County. Council Member Hartnett commented that while he strongly believes in and supports the First Amendment, several speakers have addressed the Council on a particular topic for which he would like to provide comment. Although the speakers appear to be well meaning, reasonable, and responsible, a commonality seems to be fear and anxiety.
