neighborhoods in the City to look at the potential for doing a pilot program. The <br />Committee suggested that a pilot program be placed, indefinitely, on hold for two <br />reasons. One reason is that a communication has been received from the San <br />Francisco Bay Regional Water Quality Control Board that has conducted a series of <br />workshops and meetings over the past year in preparation for a municipal regional <br />permit through 2006. This involves the large urbanized counties of San Mateo, <br />Santa Clara, Alameda, and Contra Costa and the NPDES annual permit mandates <br />how we sweep streets and what goes into our storm water drains. With the new <br />regulations, the Committee thought it best to wait and focus on the commercial <br />areas of the city and work with the residents on their monthly sweeping. Secondly, <br />there is one street, Douglas Avenue that is City jurisdiction and one side that is <br />County. The County does street cleaning and permanent posting and enforcement <br />so that people must move their vehicles or they are ticketed. The idea is that it <br />makes sense to test on Douglas Avenue since the street is already familiar with the <br />enforcement aspect. Council Member Ira also mentioned that when street sweeping <br />was cut back there was no appreciable difference in collection and there were no <br />residential complaints. Council Member Aguirre thanked staff as well stating that the <br />pilot program really needs to be in steps. <br />E. Council Member Howard — stated that she and Vice Mayor Foust serve on the <br />Charter Amendments ad hoc committee. She requested that should Council <br />Members have any proposed amendments, that they submit them to City Attorney <br />Yamamoto. The ad hoc committee will return to Council with recommendations for <br />the November 6, 2007 election. <br />F. Council Member Hartnett — stated that he and Police Chief Harper had attended <br />the May 18, 2007 Council of Cities meeting where the topic was related to homeland <br />security. One of the main points was that we should be orienting more disaster <br />preparedness to natural disasters rather than terrorist threats. A natural disaster is <br />more likely to occur in a broader range of areas than the actual accumulation of <br />terrorist activities and local jurisdictions should take greater responsibility than the <br />Federal Government. <br />He also commented that he disagrees with Mr. Webb's views and if presented the <br />opportunity outside a Council meeting would be happy to have a cordial and frank <br />discussion as to his views. <br />9. ADJOURNMENT — 8:25 p.m. <br />M/S Foust/Hartnett to adjourn in memory of George Avos, former Redwood City Fire <br />Marshall in Redwood City for 32 years, who passed away in May at the age of 81. She <br />extended the Council's sympathies to his family, friends and the people of the <br />community. The adjournment is also in memory of Richard (Dick) Ponty, father of <br />Finance Director Brian Ponty.
