8e
Page 2

Charges to commercial users will vary (as shown below) and are calculated based on
metered water use, with a minimum charge equal to the residential $35.66 basic service
charge.

Commercial Customer Current Proposed $ Increase
(Non-Residential) Charge Per Charge Per Per Unit
Unit Unit
Institutional! Public $2.16 $2.63 $ .47
Retail! Commercial $2.25 $2.93 $.68
Hospitals $2.32 $2.93 $.61
Restaurants $3.75 $7.10 $3.35
Supermarkets $3.73 $7.10 $3.37
Industrial $1.92 $2.34 $ .42

Increases to the current Sewer Fund budget for City-controlled costs are due primarily
to retiree health care funding and an additional $200,000 to the Capital Improvements
Program (CIP), which increases the CIP annual program budget to $1.2 million. SaSA
cost increase is driven largely by the need to finance approximately $300 million in
major infrastructure replacement and repair projects over the next 10-year period.

In consideration of the proposed sewer rate increases, staff initiated the following public
notification activities: 1) mailed notices of the increase according to the Proposition 218
notification process, with notices mailed to property owners; 2) explained the proposed
sewer rate increase in an article in the City's conservation newsletter sent to customers
in April 2007; 3) sent a letter to all commercial customers that specifically addressed the
rate increase for commercial user classes; and 4) posted all of the above information on
the City's website. To date only two protest letters opposing the sewer service charge
increase have been received. Also, several commercial customers have called
requesting either an explanation of their specific user classification or clarification on the
commercial rate structure.

The staff recommendation proposed herein have been reviewed and approved by the
Council Utilities Committee.

AL TERNA TIVES
City Council could reject or revise Council Utilities Committee/staff recommendation.
