<br />8E <br /> <br />The communication part of our existing UUT needs to be updated. Since the original UUT Page 2 <br />ordinance was written in 1983 there has been significant technological advances and <br />changes in this area. Our present UUT ordinance is out of date with today's technology <br />and needs to be rewritten to make it clearer and more equitable. <br /> <br />At the June 25, 2007 city council meeting, staff was directed to present a clearer more <br />technological up to date communication users tax (telephone and video services) <br />ordinance for consideration by the city at the July 9, 2007 city council meeting. At that <br />time, the city council will consider whether to introduce the ordinance and order placement <br />on the November 6,2007 consolidated general municipal election. Attached hereto as <br />Exhibit "A" is a general tax entitled Communication Users Tax, which would among other <br />matters: <br /> <br />1. add Article Viii, Chapter 32 to the Redwood City Municipal Code; <br />2. provide for a reduction in the rate of the tax from five (5%) percent to four (4%) <br />percent; <br />3. modernize the language of the telephone and video services utility users tax so <br />as to be applied equitably to all persons regardless of the type of equipment or <br />technologies used to receive such services; <br />4. would provide for an audit of exemptions revenues, and expenditures; and <br />5. confirm the past collection of such revenues. <br /> <br />Attached hereto as Exhibit "B" is a proposed resolution placing the ordinance before the <br />voters of Redwood City at the consolidated general municipal election of November 6, <br />2007. If the city council orders this ordinance to be placed on the ballot, the city attorney <br />should be directed to prepare an impartial analysis and council member should be <br />authorized to sign ballot arguments in favor of the ballot measure. <br /> <br />Fiscal Impact <br />The Finance Director is working with Muni Services LLC (the City's utility users' tax <br />auditor) to obtain a more accurate estimate of the net impact that this proposed measure <br />may have on the City's utility users' tax revenue. Unfortunately, as of the date the staff <br />report was finalized, this estimate had not yet been provided.
