Direct the City Attorney to prepare impartial analysis with respect to the proposed Charter amendments. Authorize Council Members to sign ballot arguments in favor of the proposed Charter amendments. Recommendation 1. Adopt a resolution authorizing submission of certain specified amendments to the Redwood City Charter to the voters of the City of Redwood City at the Consolidated General Municipal Election of November 6,2007. 2. Direct the City Attorney to prepare an impartial analysis with respect to the proposed Charter amendments. 3. Authorize Council Members to sign the ballot arguments in favor of the proposed Charter amendments.' Background .. The Redwood City Charter was adopted by the voters of Redwood City in 1929 and has been amended on thirteen occasions, last being amended in 2005. The City Attorney has been directed to regularly review the City Charter and propose any Charter provisions that would be appropriate for amendment. In 2007, Mayor Pierce created a two-member ad hoc charter review subcommittee to be assisted by the City Attorney and City Clerk in reviewing the City's charter. The ad hoc charter review committee has considered a number of possible amendments to the City's charter and has now proposed that the term of office for planning commission, library and port board members be established as four (4) year terms. Such a change would extend the established terms of office for planning commissioners and library board members from three (3) to four (4) years and would reduce the teon of office of port board members from five (5) to four (4) years. The proposed changes in lengths of terms of office would be consistent with all other boards and commission of Redwood City. If enacted by the voters of Redwood City, the current terms of office of all planning, library and port members would be unaffected. Attached hereto as Exhibit "A" are the provisions of the City charter proposed for amendment by the ad hoc committee. Also attached hereto as Exhibit "8" is the proposed city council resolution submitting the proposed charter amendments to the voters of Redwood City at the Consolidated General Municipal Election to be held on November 6, 2007.
