<br />Council Utilities Committee Direction <br />Guiding Sewer Enterprise Financing <br /> <br />· Assess the long-term financial requirements to <br />maintain the Sewer System and set rates to ensure <br />that they match the cost of providing sewer service. <br />· Ensure sewer fund resources will meet the new State <br />regulatory mandates of General Waste Discharge <br />Requirements (GWDR) for Sanitary Sewer Systems. <br />· Establish an Operation & Maintenance reserve to cover <br />unanticipated expenses, i.e. emergencies. <br />· Increase the annual contribution to the City's Sewer <br />Capital Improvements Program (CIP). <br />· When feasible & practical, plan for stable, steady <br />rate increases to avoid spikes in rates and minimize <br />the impact of annual rate increases to customers. <br /> <br />4 <br />
