<br />REPORT <br /> <br />6.10 <br />Page 1 <br /> <br />To the Honorable Mayor and City Council <br />From the Cit Mana er <br /> <br />July 9, 2007 <br /> <br />SUBJECT <br />Agreement for Land Surveying Services for the Citywide Elevation Reference <br />System Upgrade Program <br /> <br />RECOMMENDATION <br />Approve, by motion, the consultant agreement with Meridian Surveying <br />Engineering, Inc. (Meridian) of San Francisco to provide land surveying services <br />for the citywide elevation reference system upgrade program in an amount not to <br />exceed $139,523.84, and authorize City Manager to execute same. <br /> <br />BACKGROUND <br />Redwood City, like many other California cities, has elevation information which <br />is inaccurate due to construction activities, earthquakes, subsidence, and earlier <br />mismeasurement. As well, the system that the City currently uses to determine <br />elevation is soon to be obsolete. The proposed agreement will provide updated <br />survey information for more accurate elevation information. Agencies using the <br />new system include Federal Emergency Management Agency and the U.S. Army <br />Corps of Engineers. Upgrades to the City's elevation reference system will <br />provide accurate, consistent, and easily communicated information to support: <br /> <br />· Floodplain management and the National Flood Insurance Program <br />. Roadway and infrastructure systems design <br />· Earthquake and subsidence recordation <br /> <br />Meridian responded to a Request for Proposal and participated in a selection <br />process which included oral interviews held on March 30, 2007. Meridian <br />received the highest ranking of all applicants and was deemed a qualified firm <br />with extensive experience on similar projects. <br /> <br />Meridian will facilitate the survey by providing a network of new control points. <br />The survey data will be used to update and standardize the citywide system <br />which can be maintained by Global Positioning System. Meridian will also use <br />the survey data to establish new elevation reference point (benchmarks) at <br />quarter-mile intervals throughout downtown, and half-mile intervals throughout <br />other areas of the City. <br /> <br />ALTERNATIVES <br />Council may choose not to enter the proposed agreement with Meridian and <br />direct staff to interview other qualified firms which could delay the system <br />upgrade. <br />
