<br />Ri'; "'I"""'"'ROR" T" <br />-,' "'-, .. <br />: '~""~'d, .; ; , <br />,.s . .":. <br /> <br /> <br />6.3A <br />Page 1 <br /> <br /> <br />July 9, 2007 <br /> <br />SUBJECT <br />Restrict large vehicle parking on City street$ to a posted time limit <br /> <br />RECOMMENDATION <br />Restrict, by ordinance, the parking of vehicles with a gross vehicle weight rating of more <br />than 5,000 pounds to a maximum time limit of up to two hours, at all times when signs <br />are posted giving notice thereof.. <br /> <br />BACKGROUND <br />Business owners at 1269 Veterans Boulevard and 1286 Oddstad Drive have requested <br />that the City restrict the long-term parking of "big rig" trucks and oversized vehicles <br />along segments of Veterans Boulevard, Oddstad Drive and Hansen Way. Business <br />owners- object to the parking of large vehicles, including big rig cabs and tour buses, for <br />long periods of time. The problem has not been abated despite vehicle operators <br />receiving numerous citations and warnings. In November, 2006, the proprietor of Hoot <br />Judkins Furniture at 1269 Veterans Boulevard requested that the City restrict parking to <br />two hours on the 1200 block of Veterans Boulevard by painting the curb green and <br />erecting signage. In response, staff requested additional enforcement of existing <br />parking restrictions by Redwood City Police and Code Enforcement in an attempt to <br />correct objectionable parking practices without enacting new restrictions. Redwood City <br />Police informed the proprietor that additional action could not be taken against <br />operators of vehicles unless vehicles had remained parked for more than 72 continuous <br />hours. The proprietor of Hoot Judkins reiterated his request for more restrictive parking <br />regulations on Veterans Boulevard. The proprietor of the Jewelry Exchange also made <br />an independent request for City assistance with the same parking issue at 1286 <br />Oddstad Drive. <br /> <br />Staff has concluded that new controls are needed to address objectionable parking <br />behavior without creating undue restrictions. Large vehicles, both commercial and non- <br />commercial, are subject to the proposed new parking restriction, h0wever. passenger <br />vehicles and Iight-duty (pick-up) trucks are exempt. The proposed restriction allows <br />large vehicles to park long enough for loading/unloading activities. Time limits, which <br />trigger enforcement, are intended for posting only in areas experiencing a problem, <br />rather than city wide. If other areas experience similar problems, the ordinance may be <br />amended to include those city streets. <br /> <br />Notice was sent on January 22, 2007 to 11 property owners and 41 business owners in <br />the area. The notice provided a brief summary of the proposed parking restriction and <br />requested area stakeholders complete and return a short response form by February <br />21, 2007. As of that date, 5 property owners had responded; 4 in support of the <br />proposed restriction and 1 opposed. As well, 12 business owners responded, 11 in <br />support and 1 opposed. <br />
