9A
age 1

July 23, 2007

SUBJECT
Revisions to the City Manager Job Description

RECOMMENDATION
Approve by resolution revisions to the City Manager Job Description.

BACKGROUND
The City of Redwood City maintains job descriptions for all positions within the City's
classification system. Periodically, job descriptions are reviewed and updated to reflect
new duties and responsibilities that have over time become key functions of the
position. With the recent announcement that the City Manager will be retiring, the
personnel committee, comprised of Mayor Pierce, Council Member Ira and Council
Member Hartnett, reviewed the City Manager job description and developed proposed
revisions. The major revisions include the following:

· An updated position definition that better clarifies the main purpose of the
position and its role in the organization and community;
· Clarification that upon council approval, the City Manager may serve' as the
Executive Director of the Redevelopment Agency;
· Additional responsibilities as they relate to community building and civic
engagement;
· Acknowledgement that the position is at-will and serves at the pleasure of the
City Council.

ALTERNATIVES
The City Council could elect to not make any changes to the job description. However,
the current job description does not reflect the current scope and duties of the position.
This could be problematic in terms of selecting and retaining a qualified City Manager
who can effectively discharge current position duties and meet performance
expectations.

The City Council could direct the subcommittee to make other revisions to the job
description and submit a second revised job description at a later date.

FISCAL IMPACT
None
