Direct the City Attorney to prepare <br />impartial analysis with respect to the proposed Charter amendments. Authorize Council <br />Members to sign ballot arguments in favor of the proposed Charter amendments. <br /> <br />Recommendation <br />1. Adopt a resolution authorizing submission of certain specified amendments to the <br />Redwood City Charter to the voters of the City of Redwood City at the Consol idated <br />General Municipal Election of November 6,2007. <br />2. Direct the City Attorney to prepare an impartial analysis with respect to the <br />proposed Charter amendments. <br />3. Authorize Council Members to sign the ballot arguments in favor of the proposed <br />Charter amendments.' <br /> <br />Background <br />The Redwood City Charter was adopted by the voters of Redwood City in 1929 and has <br />been amended on thirteen occasions, last being amended in 2005. The City Attorney has <br />been directed to regularly review the City Charter and propose any Charter provisions that <br />would be appropriate for amendment. In 2007, Mayor Pierce created a two-member ad <br />hoc charter review subcommittee to be assisted by the City Attorney and City Clerk in <br />reviewing the City's charter. <br />The ad hoc charter review committee has considered a number of possible amendments <br />to the City's charter and has now proposed that the term of office for planning <br />commission, library and port board members be established as four (4) year terms. Such <br />a change would extend the established terms of office for planning commissioners and <br />library board m'embers from three (3) to four (4) years and would reduce the term of office <br />of port board members from five (5) to four (4) years. The proposed changes in lengths of <br />terms of office would be consistent with all other boards and commission of Redwood City. <br />If enacted by the voters of Redwood City, the current terms of office of all planning, <br />library and port members would be unaffected. Attached hereto as Exhibit "A" are the <br />provisions of the City charter proposed for amendment by the ad hoc committee. Also <br />attached hereto as Exhibit "8" is the proposed city council resolution submitting the <br />proposed charter amendments to the voters of Redwood City at the Consolidated General <br />Municipal Election to be held on November 6,2007. <br />
