A shadow analysis was not undertaken for the Downtown Precise Plan because <br />the proposed maximum building height for Downtown (12 stories) does not <br />approach the heights proposed under the Marina Shores Village project (21 <br />stories). <br /> <br />M. A shadow analysis also was not undertaken for the Downtown Precise Plan <br />because the concern that sensitive natural habitats (the shoreline) and nearby <br />residences would be cast into shadow by tall buildings that were proposed in the <br />Marina Shores Village project are not implicated within the Downtown Precise <br />Plan area. The conditions that triggered City-adopted General Plan policies <br />specifically calling for the protection of sensitive natural and existing residential <br />environments do not exist in the Downtown Precise Plan area.
